About this file
This document is a Single Source Determination form for a scientific instrument purchase by NOAA's Global Monitoring Laboratory (GML). GML requires the BTS-1901 Spectroradiometer from Gigahertz-Optik Inc to replace a 60-year-old Dobson ozone spectrophotometer. The $67,000 instrument will measure direct solar spectral irradiance in the Ultraviolet range (250-500nm) with high spectral resolution, enabling total column ozone evaluation. The system includes a weatherproof spectroradiometer, suntracker, sunfinder, software, and cables, with a planned delivery date of 31 December 2025. Market research conducted by the Contracting Officer across GSA, SBA, and Acquisition Gateway websites did not identify alternative sources, justifying the single-source procurement under Simplified Acquisition Procedures.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
PURCHASE REQUISITION NO: 145034-25-0104
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and
Grants Office (AGO), Western Acquisition Division (WAD) and Global Monitoring Laboratory (GML)
Description of supplies or services required to meet agency needs (including the estimated value).
NOAA Global Monitoring Laboratory (GML) requires a new instrument for the replacement of the Dobson ozone spectrophotometer which has been in use for over 60 years.
GML needs the BTS-1901 Spectroradiometer which measures the direct solar spectral irradiance in the Ultraviolet (UV) range (250-500nm) with high spectral resolution that allows for the retrieval of total column ozone for evaluation with the Dobson and Pandora. The BTS-1901 system includes the BTS2028-UV-S-WP weatherproof spectroradiometer, the SUT-1711 Suntracker and SUT-Z01 Sunfinder (for direct solar measurements), and all applicable software and cables needed for operation. The Government anticipates awarding a firm fixed price purchase order with a delivery date of 31 December 2025. The total estimated price is $67,000.00.
2. Identification of the single source or the brand name to be solicited.

3. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
● Other - Only one source is capable
NOAA GML needs the BTS-1901-solar instrument as it is the only instrument that is capable of measuring solar UV light with spectral resolution that can be used to derive total column ozone. It also must measure spectral irradiance, irradiance, peak wavelength, and center wavelength with a minimum of 2048 pixels with a pixel resolution of not more than 0.14nm/Pixel; Temporal resolution or measurement time of 0.1-6000ms; and integration times ranging from 2 µs up to 60 s. The instrument must show that it can achieve (with more than one peer reviewed article) an overall

Source Selection Information – see FAR 2.101 and 3.104 mean bias of measured total ozone not more than 1% when compared to fully calibrated Dobson or Brewer spectrophotometers.
4. Market Research.
In addition to mandatory sources UNICOR and AbilityOne, the Contracting Officer searched the General Services Administration (GSA), Small Business Administration (SBA), and Acquisition Gateway websites. The search did not produce any other sources.
5. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

6. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
