About this file
This document is a Single Source Determination form for a federal contract opportunity issued by the Department of Commerce, NOAA Acquisition and Grants Office (AGO). The contract is with the University of Alaska Fairbanks to conduct upper atmospheric water vapor soundings approximately monthly from Alaska using Cryogenic Frostpoint Hygrometer (CFH) and Frostpoint Hygrometer (FPH) instruments. The contractor will prepare and calibrate instruments, support NOAA launch personnel in Utqiagvik, fly parallel instruments to cross-check measurements, and submit quality-controlled data to the GCOS Reference Upper-Air Network (GRUAN).
The government anticipates awarding a firm fixed-price purchase order for $21,000 with a one-year performance period beginning 30 September 2025. The single-source justification is based on the University of Alaska being the only known source with the necessary expendable payloads and expertise in instrument preparation, particularly given the remote launch location. Market research included searches of GSA, UNICOR, and Source America, and GML staff conducted three trips to Alaska, finding no alternative service providers capable of executing the work.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
PURCHASE REQUISITION NO: 145034-25-0092
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML)
2. Description of supplies or services required to meet agency needs (including the estimated value.
The ACRC team will fly upper atmospheric water vapor soundings approximately monthly from Alaska using the Cryogenic Frostpoint Hygrometer (CFH) and a related historical instrument, the Frostpoint Hygrometer (FPH). CFH instruments will be prepared and calibrated prior to each launch. They will check that all functional requirements of each CFH are met, and ensure that all CFH instruments are prepared prior to each launch with clean CFH internal mirrors and most accurate setpoints to account for the correct mirror reflectivity settings. The contractor will support the NOAA launch personnel in Utqiagvik two or more times per year. At least once, two parallel FPH and CFH instruments will be flown simultaneously to check the two instruments’ ability to accurately ‘co-measure’ the frost point temperatures and ambient temperatures at different altitudes. Whenever a CFH instrument is launched, the data will be quality controlled and data will be submitted to the common database of the GCOS Reference Upper-Air Network (GRUAN) by using the GRUAN RsLaunchClient software.
The Government anticipates awarding one (1) firm fixed price purchase order with a one-year period of performance beginning 30 September 2025. Estimated cost is $21,000 per year.
3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Other - Only one source is capable – The University of Alaska is the only known source with the expendable payloads necessary for the work that is trained in preparation and calibration of the water vapor instruments. Given the remote nature of the site, they are the only choice to execute the work at the current time.

5. Market Research.
In an effort to locate further sources, the Government conducted market research that included searching GSA, UNICOR, and Source America. In addition, GML staff have taken three trips to Alaska and have found no other service providers who could perform the requirement.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
