About this file
This document is a Single Source Determination form for a NOAA contract with a total estimated value of $28,000. The requirement is for atmospheric air sampling from a Global Monitoring Laboratory (GML) tower-based atmospheric air collection system near Bend, Oregon. The sole source vendor is the University of Washington, selected based on their unique technical expertise, proven capability to maintain long-term measurement time series, and willingness to accommodate GML instrumentation on their tower.
The contract aims to support NOAA's scientific program by collecting precise, long-term measurements of greenhouse gases and trace atmospheric species from a regionally representative location. Market research was conducted by searching GSA, UNICOR, and Source America, but the University of Washington was determined to be the only suitable provider. The document includes certifications from a Physical Scientist and a Contracting Officer confirming the minimum needs and justifying the single-source selection under Simplified Acquisition Procedures.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
PURCHASE REQUISITION NUMBER: 145034-25-0077
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) and Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML).
2. Description of supplies or services required to meet agency needs (including the estimated value).
The requirement is to carry out atmospheric air sampling from a GML tower-based atmospheric air collection system and associated meteorological instruments from the vendor’s tower. Air samples are expected to be collected from the GML Global Greenhouse Gas Reference Network site near Bend, OR as specified in the Statement of Work. The Government intends to award a firm fixed price contract with a total estimated value of $28,000, including all options.
3. Identification of the single source or the brand name to be solicited.
University of Washington 4333 Brooklyn Ave NE Box 359472 Seattle, WA 98195 djaffe@uw.edu
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.
University of Washington has the required technical and scientific expertise to carry out these GML research measurements. University of Iowa has the proven capability to provide the deliverables as outlined in the accompanying Statement of Work, and to maintain the measurement time series from the tower site. University of Washington has outfitted their tower as necessary to install and operate the GML instrumentation and equipment as required for these research measurements. To meet NOAA’s scientific program requirements, GML must maintain this measurement time series. The continued partnership with University of Washington will ensure this requirement is met.
GML operates approximately 80 long-term atmospheric measurement sites around the globe, and in order to meet the needs of the GML scientific programmatic requirements it is important that the air sample and measurement records that we collect are continued regularly, without significant breaks in the time series. The technical competence of our local collaborators, and their careful attention to detail when dealing with our instrumentation and equipment is critical to maintaining this long-term data record (over many years to decades). Except when absolutely necessary, GML cannot risk
Source Selection Information – see FAR 2.101 and 3.104 compromising the long-term integrity of these research-grade measurement time series. The reliable, long-term technical support from our local collaborators is essential to meeting the scientific programmatic requirements.
A time series over many years is required for our high-quality measurement product. It is very difficult to find tower operators capable of ensuring this. To ensure the quality of the measurement record of all of our network sites, it is critical to have the consistent collaboration of qualified partners, while also being cognizant of the eventual possible need of finding qualified replacements (we are always looking for possible additional or replacement operators).
5. Market Research
In an effort to locate further sources, the Government conducted market research that included searching GSA, UNICOR, and Source America.
For each tower sampling location, GML requires very accurate and precise, long-term measurements of greenhouse gases and other trace atmospheric species from carefully chosen, regionally representative locations within the United States, including the ability to obtain measurements both from within and above the nocturnal atmospheric boundary layer. The requirements were chosen to meet the measurement needs of the NOAA scientific program, including the investigation of regional scale carbon sources and sinks. University of Washington was also willing to accommodate the GML instrumentation and equipment on the tower.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
Sara Morris, Physical Scientist Date
7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
