About this file

This document is a Single Source Determination form for the Department of Commerce, Office of Oceanic and Atmospheric Research (OAR) and Global Monitoring Laboratory (GML). The agency requires the purchase of InterMet IMET-54-AS radiosondes, which will be modified with an external power cable to interface with NOAA/GML electrochemical concentration cell (ECC) instruments for ozonesonde balloon-borne packages. These specialized radiosondes will be used to measure ozone, water vapor, and aerosols in the upper atmosphere during balloon launches at multiple global locations including Boulder, Colorado; Lauder, New Zealand; Barrow Observatory, Alaska; and South Pole Station, Antarctica.

GML anticipates issuing a firm fixed price delivery order to InterMet International Met Systems for $37,500.00, with an expected delivery date of 1 December 2025. The document justifies the single-source procurement by noting that InterMet is the only manufacturer capable of providing radiosondes compatible with GML's En-Sci ECC ozonesondes, specifically highlighting the iMet-54 AS radiosonde's unique high data telemetry volume (316 bytes) required to merge and transmit data from multiple instruments. Market research was completed on GSAAdvantage, and all mandatory sources including GSA, UNICOR, and AbilityOne were checked before this determination.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION

THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

PURCHASE REQUISITION NUMBER 145034-25-0020

1. Agency and contracting activity. Department of Commerce, the Office of Oceanic and Atmospheric Research (OAR), and the Global Monitoring Laboratory (GML).

2. Description of supplies or services required to meet agency needs (including the estimated value).

This is for the purchase of InterMet radiosondes model IMET-54-AS for water vapor/aerosol/ozone balloon-borne packages. The InterMet radiosondes will be modified with an external power cable, that will interface with the NOAA/GML electrochemical concentration cell (ECC) instrument. The combination of the radiosonde with the ECC instrument are the two necessary components that make up the ECC balloon-borne ozonesonde package. This ozonesonde, flown on helium filled balloons, has been used since the 1980s by NOAA/GML to measure ozone, water vapor, and aerosols in the upper atmosphere from ongoing balloon launches at Boulder, Colorado, Lauder, New Zealand, the Barrow Observatory, Alaska, and South Pole Station, Antarctica. Pole, in addition to short term field projects.

GML anticipates issuing a firm fixed price delivery order with an estimated cost of $37,500.00. The expected delivery date is 1 December 2025.

3. Identification of the single source or the brand name to be solicited.

InterMet International Met Systems 4767 Broadmoor Ave. SE Suite 7 Grand Rapids, MI 49512 POC: Fred Clowney, 616-971-1005, fclowney@intermetsystems.com

4. Supporting rationale.

Only one source or brand name is reasonably available as detailed below: Only one source is capable of providing the supplies or services required at the level

145034-25-0020

Source Selection Information – see FAR 2.101 and 3.104 of quality required because the supplies or services are unique or highly specialized.

InterMet is the only manufacturer of radiosondes that are compatible with the GML En-Sci ECC ozonesondes for electronic interface and software to decode the radiosonde meteorological data. In particular the iMet-54 AS radiosonde has the high data telemetry volume (316 bytes) required to merge and transmit data from all three instruments on the full NOAA payload, the ECC ozonesonde, the NOAA FPH, and an aerosol instrument.

The other primary manufacturer of radiosondes from Vaisala Corporation are not compatible with the GML water vapor/aerosol/ozone balloon-borne packages and receiving station hardware. The Vaisala RS41, interface electronics board, hardware, and software are proprietary and cannot be modified to the GML current ground station setups.

5. Market Research.

Market research was completed on GSAAdvantage and one contract holder was determined to be able to supply the required items. All mandatory sources were checked, including GSA, UNICOR, and AbilityOne.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
