About this file

This is a Single Source Determination document using Simplified Acquisition Procedures for a Department of Commerce NOAA contract action not exceeding the simplified acquisition threshold. The requisition number is 145034-25-0003, with an estimated value of $93,240.00 for a firm fixed price contract. The requirement involves atmospheric air sampling using a GML small aircraft based atmospheric air collection system and associated meteorological instruments from the vendor's aircraft, with flights expected at GML Global Greenhouse Gas Reference Network sites in Iowa and Illinois.

The single source contractor is M & M Aviation Services, Ltd., located in Rock Falls, Illinois. The justification is based on compatibility with existing systems and equipment, as M & M has been successfully carrying out these research flights since 2010 and has the necessary aircraft, pilot qualifications, certifications, and technical expertise. The company has modified aircraft as required and obtained FAA approvals to install and operate government instrumentation. Market research was conducted through GSA, UNICOR, Source America, and a vendor-by-vendor search using FAA and other publicly available information, which confirmed M & M Aviation was the only available operator within reasonable flying distance that could meet the technical requirements. The determination emphasizes the critical need to maintain long-term measurement time series without interruption for NOAA's scientific program requirements. The document is signed by Sara Morris (Physical Scientist) and Darrin Moore (Contracting Officer) on August 6, 2025.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

REQUISITION NUMBER 145034-25-0003

1. Agency and contracting activity.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and NOAA Global Monitoring Laboratory

2. Description of supplies or services required to meet agency needs (including the estimated value).

The requirement is to carry out atmospheric air sampling using a GML small aircraft based atmospheric air collection system and associated meteorological instruments from the vendor’s aircraft. Flights are expected at the GML Global Greenhouse Gas Reference Network sites in Iowa and Illinois. The Government intends to award a firm fixed price contract with a total estimated value of $93,240.00.

3. Identification of the single source or the brand name to be solicited.

M & M Aviation Services, Ltd.

2910 W. Rock Falls Rd.

Rock Falls, IL 61071 815-622-3591

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

M & M Aviation Services Ltd. has been successfully carrying out these research flights since 2010. M & M has the aircraft, pilot qualifications, certifications, and required technical and flight expertise to carry out these research flights. M & M has the proven capability to provide the deliverables as outlined in the accompanying Statement of Work, and to maintain the measurement time series from these small aircraft sites. M & M has modified aircraft as necessary (and obtained any required Federal Aviation Administration approvals) to install and operate Government instrumentation and equipment as required for these research flights. To meet NOAA’s scientific program requirements, the Government must maintain this measurement time series. The continued partnership with M & M will ensure this requirement is met.

145034-25-0003

The Government operates approximately 80 long-term atmospheric measurement sites around the globe, and in order to meet the needs of the Government scientific programmatic requirements it is important that the air sample and measurement records that we collect are continued regularly, without significant breaks in the time series. The technical competence of our local collaborators, and their careful attention to detail when dealing with our instrumentation and equipment is critical to maintaining this long-term data record (over many years to decades). The Government cannot risk compromising the long-term integrity of these research-grade measurement time series. The reliable, long-term technical support from our local collaborators is essential to meeting the scientific programmatic requirements.

A time series over many years is required for our high-quality measurement product. To ensure the quality of the measurement record of all of our network sites, it is critical to have the consistent collaboration of qualified partners, while also being cognizant of the eventual possible need of finding qualified replacements.

5. Market Research.

In an effort to locate further sources, the Government conducted market research that included searching GSA, UNICOR, and Source America.

For each aircraft sampling location, the Government, using publicly available information provided by the Federal Aviation Administration, Department of Interior, Aircraft Owners and Pilots Association, and other sources, identified and carried out a vendor-by-vendor search for capable and willing aircraft operators within a reasonable (typically a maximum of ~1 hour) flying distance of each sampling location. M & M Aviation was found to be the only operator available that could meet the technical requirements for these Iowa and Illinois flights.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
