About this file

This document is a Sole Source Determination justifying the Defense Threat Reduction Agency's (DTRA) intent to procure three (3) portable brand-name Scansilc 4357 Digital Imager Digital Radiography (DR) kits from Scanna MSC Inc. (Scanna), the sole manufacturer and provider of these specialized DR plates. The DR plates are required to support technical inspections performed by DTRA's On-site Building and Inspection directorate. The Scansilc 4357 DR plates offer exclusive proprietary technology that provides superior image quality and clarity compared to other DR plates on the market, with features essential for accurate results in complex electronic equipment inspections. The total estimated value for this sole source acquisition is undisclosed. DTRA has determined that Scansilc 4357 DR plates are the only product that meets their technical requirements, which include compatibility with previously procured DTRA x-ray systems, specific physical specifications, image resolution capabilities, dual operational modes, and other critical performance characteristics. Market research of similar products from other manufacturers found them incapable of meeting DTRA's needs. Continuing to use Scanna products will ensure optimal performance, durability, and cost-effectiveness for DTRA's mission-critical applications.

SOLE SOURCE DETERMINATION

1. Description of Supplies/Services to Acquire

The Defense Threat Reduction Agency (DTRA) Contracting Activity has the requirement to procure three (3) portable brand-name Scansilc 4357 Digital Imager Digital Radiography (DR) kits, for the On-site Building and Inspection directorate(OB), department. These kits are needed to support technical inspections performed on inspection equipment. Each kit is comprised of Scansilc DR plates used for capturing and producing high-quality digital radiography images in and analysis applications. They are designed for high performance and quality imaging capabilities, making them effective for identifying modifications or anomalies in materials and components. The plates are durable and built to withstand harsh field environments. The fast image acquisition technology built into these plates will streamline the inspection process, providing efficient, high quality and reliable results for various testing applications. These kits are offered directly from Scanna-MSC Inc. (Scanna) as they are the sole manufacturer and provider of the Scansilc 4357 Digital Imager DR.

2. Estimated Value

The total Estimated Value for this requirement is .

3. Statutory Authority

The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501, Simplified Acquisition Procedures and Special documentation requirements for Sole Source (including brand name) acquisitions.

4. Basis for this Action

Scansilc 4357 Digital Imager DR plates are the only product that meets DTRAs technical requirement. Scansilc products are manufactured and sold directly by Scanna. Scansilc DR plates offer exclusive cutting-edge proprietary technology that provides superior image quality and clarity compared to other DR plates available in the market. Their advanced features, such as high-resolution imaging and noise reduction capabilities, are essential for achieving accurate results, especially in complex electronic equipment.

Pertinent technical factors include the compatibility of the Scanna Scansilc 4357 Digital Imager DR Plates with previously procured manufactured

Defense Threat Reduction Agency

8725 John J. Kingman Road MSC 6201 Fort Belvoir, VA 22060-6201 x-ray systems included, but not limited to, the XR-150, XR-200, and XRS-3 x-ray sources

The physical specifications of these DR plates must not exceed 20 x 25 x 1 and weigh 14 lbs or less. The imaging area of the plates must not exceed 17 x 23, and function in harsh field-type environments. The plates must be capable of producing images at 140 microns (3.5lp/mm) resolution or lower; operate in dual operational modes (both wired (via USB and Ethernet) and wirelessly from a tablet/laptop, and standalone Automatic Exposure Detection (AED) mode, providing the ability to capture images from an x-ray source without a connection to a laptop or tablet type device; include -specific Windows based image acquisition/processing/editing/storage software, and automatic saving of all images in original high-quality format. Power requirements for the plates or battery chargers must meet the following criterion given locations the plates will be utilized: 100-240 VAC 100 Watts. Dual in-panel batteries and a hot-swappable spare battery are necessary for extended field operations.

Intelligent control circuitry contained within the panel, would eliminate the need for a separate communications box. The DR plates need to be compatible with both pulsed and CP x-ray generators.

The ability for DTRA personnel to receive comprehensive training and integrated services tailored to the unique features of the Scansilc 4357, is imperative for the successful operation of this specialized equipment in support of DTRAs mission applications. Scanna offers this type of support, utilizing their technical teams extensive expertise with this model, while providing un-matched service and comprehensive training for applications. This ensures optimal operation and longevity of the device and allows full utilization of Scansilc 4357 capabilities in clients specific applications.

Market research of similar items revealed that the Scanna Scansilc 4357 Digital Imager DR plates are the only plates that meet all of the requirements. When developing this justification, products from the following manufacturers were reviewed, but were found to be not capable of meeting this need:

Does not meet Governments requirements. The products image capture/manipulation software is not compatible with DTRAs current system. Additionally, this companys system is designed for detecting weld integrity in pipes, which is not a detailed enough image resolution for our inspection purposes. The selected products image manipulation software enables a much higher resolution and greater detail.

Does not meet Governments requirements. The stated resolution of 200 microns is not acceptable. Additionally, image capture and manipulation software are not compatible with DTRAs current system.

Does not meet Governments requirements since the image capture and manipulation software is proprietary and is not compatible with DTRAs current system. Use of this system would require that DTRA purchase new x-ray generators.

Does not meet Governments requirements since it is designed for medical use.

Additionally, the image capture and manipulation software are not compatible with DTRAs current system, and the plates are not designed for field use (not ruggedized).

DTRA technical experts have vast experience with similar systems through extensive training in the operation, use and maintenance of existing Scanna products. Additionally, other agencies providing augmentees to the mission have similar equipment/training and are familiar with its operational characteristics. Retaining continuity of equipment between Agencies ensures mission supportability and offers potential for component(s) interchangeability if faced with TEI equipment failure.

Furthermore, DTRA TEI has invested heavily in Scanna imaging equipment that is designed to work seamlessly with Scansilc DR plates. Switching to a different brand or type of DR plate would require costly modifications to our existing equipment or even the purchase of new equipment. By continuing to use Scanna products, we ensure optimal performance and longevity of our equipment without additional compatibility issues. The DR plates undergo rigorous testing and quality assurance processes to ensure consistent performance and durability. This will minimize risk of equipment malfunction or image distortion, thereby enhancing the accuracy and reliability our of equipment. While the investment in Scansilc DR plates is high, the long-term cost benefits are significant. Their durability and low maintenance requirements reduce ongoing operational costs. Additionally, the avoidance of compatibility issues and the need for frequent replacements or repairs contribute to cost savings over time. The unique technology, compatibility, quality, and cost-effectiveness offered by these plates make them the optimal choice for our requirements. This will allow us to maintain the highest standards of imaging while optimizing operational efficiency and cost-effectiveness.

5. Actions to Take

As future acquisition requirements arise, TEI will continue to perform an extensive market survey of future potential suppliers. For this acquisition, market research was thoroughly conducted to determine viability of potential suppliers in the marketplace. Per the results received, DTRAs rationale for purchasing from the proposed vendor is sound.

Additionally, a redacted copy of this sole source determination will be published in accordance with FAR 5.2 on SAM.gov, and the anticipated price of this contract action to the Government will be determined to be fair and reasonable based on comparison of the proposed prices to historical prices paid along with input/evaluation from the Program Office.
