Single Source Justification (Simplified Acquisition)

SAF/AQCP Template | 1 May 2014 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 50th Contracting Squadron/LGCB 210 Falcon Parkway, Suite 2116 Schriever AFB, CO. 80912-2116

Purchase Request/ Identification Number:

F3R1H04196AG01

Project/Program Name: 3rd SES STK Software Licenses FY14 Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The items being purchased are transfer program licenses and transfer module licenses which authorize users to transfer data from existing computers to new computers and existing servers to new servers.

Section C: Justification for Soliciting from a Single Source

AGI is the sole provider of the required license files. 3 SES personnel have attempted to find other sources for this type of program. One example is the government developed WebISSA program. 3 SES orbital analysts determined this software is not yet to the point it can support squadron technical requirements. Similarly on the commercial side, the squadron has investigated using the "FreeFlyer" software produced by A.I. Solutions Inc. While less expensive than STK it is also much more manually intensive to use since many of the needed scripts must be built at the customer site. Once again, this software does not meet squadron requirements due to the need to build necessary programming expertise and the timeliness required of this product.

Section D: Efforts to Obtain Competition

As described in Section C, 3 SES members conducted personal tests and internet research. As part of the internet research the squadron investigated the GSA schedules for STK and FreeFlyer (WebISSA is a government program). Per GSA schedule a new FreeFlyer network license (for up to 5 licenses) costs $56,710 (ref GSA Schedule #GS-35F-0268R, pg 14).

Section E: Steps to Preclude Future Single Source Awards s long as AGI is the sole provider for this software the barrier to full and open competition will remain. The unit has investigated other software tools but has yet to find one that meets its planning and execution needs at a justifiable cost.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
