About this file

This is a Request for Quote (RFQ) specification document issued by the City of Fort Worth Purchasing Division for transportation services to support the Park and Recreation Department's field trips and special events on an as-needed basis. The City seeks qualified bidders to provide charter bus transportation for school-aged children, adults, and staff traveling to approximately 29 community centers and schools throughout Fort Worth, with trips occurring primarily during summer day camps. Service will generally be required from 8:00 AM to 6:30 PM daily, with occasional weekend and evening events, plus an annual three-to-five-day transportation event to the University of Texas at Arlington. The City anticipates up to two buses may be needed per location at any given time, with trip details provided approximately one week in advance. The agreement shall commence on August 12, 2026, for an initial one-year term, with renewal options for up to four additional one-year periods, contingent on 90-day non-renewal notice by either party.

Bidders must meet stringent qualifications including a minimum of two years in similar services, a fleet of at least 60 ADA-compliant buses, 60 drivers on staff, and primary operations within the Dallas-Fort Worth Metroplex. Pricing shall be charged as a flat rate per round trip, inclusive of labor, equipment, and all associated costs, with payment penalties of 25 percent for every 15-minute late arrival in returning passengers. Vendors are prohibited from payment if vehicles fail to arrive within two hours of the scheduled time or if buses are not utilized due to mechanical or other failures. All invoices for summer services must be submitted by September 1st annually with Net 30-day payment terms. The solicitation is subject to the City of Fort Worth's Small Business Program under Ordinance No. 27832-08-2025, and annual pricing adjustments may occur each January. The City reserves the right to make multiple awards and reject any bid, including those from bidders with prior performance failures on similar agreements.
