Introduction and Purpose of Solicitation Atlanta Beltline, Inc. (ABI) is seeking qualifications from experienced firms to serve as a Qualified Administrator responsible for managing the affordable for-sale homeownership program across ABI sites. The selected administrator will lead efforts to market affordable for-sale homes, qualify and vet homebuyers, and perform long-term compliance monitoring to ensure ongoing adherence to affordability requirements, including those outlined in Land Use Restriction Agreements (LURAs).
Selected firm(s) will enter into a 5-year task order contract with ABI and be issued task orders on an as-needed basis, with specific scopes, schedules, and budget. Task orders will vary in scope and size.
Background Atlanta Beltline, Inc. (ABI) is advancing one of the most comprehensive and ambitious urban redevelopment programs in the United States. The Atlanta Beltline is a transformational infrastructure project that will ultimately connect 45 neighborhoods via a 22-mile loop of multi-use trails, streetcar lines, and parks, driving equitable development, mobility, and sustainability throughout the city.
As part of its commitment to equitable growth, ABI is actively working to expand access to affordable homeownership opportunities within Beltline communities. To support this goal, ABI seeks to engage a Qualified Administrator to manage the qualification, marketing, compliance, and resale processes for income-restricted for-sale housing developed on ABI-controlled sites.
The first project under this contract will be for sale housing at 425 Chappell Road, an ABI-owned site. Additional opportunities will follow as ABI advances its development pipeline.
The selected consultant will play a central role in ensuring that homes are sold to qualified buyers and remain affordable in accordance with applicable requirements, including Land Use Restriction Agreements (LURAs). This work will include marketing support, buyer eligibility verification, compliance monitoring, and stewardship of long-term affordability throughout the lifecycle of each home.
For reference, a list of ABI-owned properties is included as Exhibit A to this RFQ.
Inclusion on that list does not necessarily indicate that a site will contain for-sale housing or fall under the scope of this contract.
