It is the intent of EMWD to receive responses to the RFP and, if appropriate, conduct individual interviews in order to select a Company which, in the opinion of EMWD, is best suited to perform the work. The purpose of this RFP, therefore, is to provide EMWD with the information necessary in order to select the most advantageous Proposer.

The terms and conditions contained herein constitute the full and complete understanding of the parties. However, should your firm request additional contractual terms and conditions for consideration, such requests must be clearly identified on the Additions, Deletions and/or Exceptions Exhibit and submitted at the time of proposal submission. No additional terms and conditions will be accepted following receipt of proposals, and EMWD will consider such additional contractual terms and conditions as part of its evaluation process.

As a member of the Metropolitan Water District of Southern California (Metropolitan), EMWD was organized under the Municipal Water District Act of 1911 for the primary purpose of importing Colorado River water to augment local water supplies. Over the past 75 years, EMWD has grown substantially and, today, provides water, wastewater, and recycled water service to a population of approximately 1 million people within a 601 square mile service area. EMWD is governed by a publicly elected Board of five Directors who are elected for four-year terms serving comparably sized districts based on population.

EMWD also supplies water on a wholesale basis to the Cities of Hemet and San Jacinto; the Lake Hemet Municipal Water District; Fallbrook Public Utility District; Rainbow Municipal Water District, Nuevo Water Company; and Rancho California Water District. The scope of work includes CCTV inspection and video services of lines varying in flow and ranging from 6” to 66” inches in size. In addition, CCTV Inspection contractors shall implement traffic control and perform inspections in accordance to NASSCO PACP standards. Services will take place within EMWD’s 682-square-mile service area. CCTV inspection contractor(s) shall provide all labor, equipment, and materials needed to perform inspection services, including all required safety equipment to perform confined space entry.

2.2 VIDEO INSPECTIONS

2.2.1 Inspection reports shall comply with the standardized NASSCO PACP rating system.

2.2.2 CCTV operators assigned to perform work, as well as quality control personnel, shall hold a current PACP certification. A digital copy of each operator’s certification, including the certification number, must be submitted with the proposal for every contractor staff expected to perform inspections under this contract.

2.2.3 The complete CCTV inspection shall be recorded in high-quality, color digital format and delivered in an EMWD-approved electronic format, MP4, no larger than 5 GB in size. Any recordings deemed low quality will be rejected, and the CCTV inspection contractor will be required to re-record the line at no additional cost to EMWD.

2.2.4 Upon completion of services, the contractor shall submit all original documentation to EMWD. All labeling and reports shall conform to the requirements outlined in Sections 2.3 and 2.4.

2.2.5 The remote-control camera transporter shall document the pipeline at a uniform rate, pausing when necessary to capture structural characteristics, defects, and other relevant observations.

2.2.6 If the CCTV inspection contractor encounters a blockage that prevents the camera’s progression, EMWD’s designated personnel must be notified immediately. The contractor may be required to remove the camera and reset the equipment so the inspection can continue from the downstream manhole back toward the obstruction.

2.2.7 The camera shall be equipped with an accurate measurement device visible on both the digital recording and the report, calibrated in feet. Footage measurements shall begin at the centerline of the upstream manhole unless otherwise directed by EMWD personnel.

2.2.8 The digital recording must clearly display the footage in a sharp, focused view, showing the exact distance traveled by the camera. Lighting shall be sufficient to provide a clear view of the full circumference of the pipe, ensuring that all structural observations are properly documented throughout the inspection.

The contractor shall provide its own gas monitoring equipment, which must calibrate and bump tested prior to each use to ensure accuracy. Written documentation for testing and calibration shall be maintained onsite and made available to EMWD immediately upon request.
