FORSYTH COUNTY, GEORGIA

Request for Proposal No. 26-60-1630

Consultant Services for Comprehensive Plan Update (2026) with GIS Services

1. INTRODUCTION

Forsyth County, Georgia (the “County”) is soliciting proposals from qualified planning consultants to complete the state-required update to the County’s Comprehensive Plan in accordance with the minimum standards and procedures established by the Georgia Department of Community Affairs (DCA) and coordination with the Atlanta Regional Commission (ARC).

The intent of this project is to develop an actionable, data-driven Comprehensive Plan that aligns future land use with infrastructure capacity, reflects community priorities, and provides clear implementation guidance for County decision making.

2. PROJECT OBJECTIVES

The County seeks a consultant to:

• Evaluate existing land use patterns and growth trends

• Aligning future land use with infrastructure capacity and community goals

• Develop a clear and implementable policy framework

• Deliver a robust and inclusive public engagement process

• Produce a high-quality, DCA-compliant Comprehensive Plan

3. PROJECT SCOPE OF SERVICES

3.1 Data Collection, Technical Review and Analysis

The County will assist the consultant with coordination across departments to facilitate access to relevant data and planning documents.

In addition to census and GIS data review, the consultant will conduct a comprehensive technical review and analysis of the following existing plans to evaluate their implications for land use:

• Current Comprehensive Plan

• Current Unified Development Code with focus on recent updates

• Tree Protection and Replacement Ordinance

• Comprehensive Transportation Plan

• Water Distribution and Sewer System Master Plans

• Other relevant County Plans as identified by the County

This analysis will assess how well land use designations and growth patterns align with the goals, policies, and recommendations contained within these plans. The consultant shall identify areas of potential misalignment to be utilized for evaluation of potential needs and opportunities and presented to the public through the engagement process as outlined in the following section. Information gathered through the technical analysis and public input shall guide the development and prioritization of modifications to the components listed under Plan Elements.

3.2 Public Engagement and Stakeholder Collaboration

With the support of County planning staff, the consultant shall develop and lead a strong and effective public engagement plan to include:

• Anticipated schedule for the proposed update, including all relevant milestones

• Assistance with Steering Committee formation and facilitation of associated meetings o The Steering Committee will be comprised of five Commission District representatives, one from each district; one Forsyth County Board of Commissioners representative; and at least one Forsyth County staff member / Economic Development representative o The Steering Committee will meet a minimum of three times at strategic decision-making times throughout the process

• Identified engagement methods to reach diverse constituents (including a minimum of three townhall meetings and an interactive website designed to meet the Web Content Accessibility Guidelines (WCAG) Version 2.2 Level AA)

• Determination of dates, locations and staffing plan for meetings/workshops

• Notification process with methods of outreach

• Development of marketing and public presentation materials, including web and on-line options

• Summary of information and feedback collection methods from stakeholders and attendees

• Coordination of required reporting of public feedback for steering committee meetings after each phase

• Documentation of how public and stakeholder feedback informs draft plan components

In addition, a synopsis of the public engagement structure and participation opportunities shall be presented at the first state-required public hearing at the inception of the process. A second public hearing shall be held before the Planning Commission once a draft has been finalized. A third public hearing shall be held before the Board of Commissioners prior to transmission to the Atlanta Regional Commission.

3.3 Plan Elements

In addition to updated population projections, revisions to the following components shall be included in the final plan:

Commented [AC1]: Right now we say robust, but it doesn’t define it. We should add minimums like: X # of public meetings, x number of stakeholder sessions, online platform required, required reporting after each phase. This eliminates low effort proposals and evaluating apples to oranges.

Commented [AC2]: Steering Committee is mentioned several times, but its vague. Should we add estimated # of meetings, the consultants role (facilitator, presenter, etc.) and the County’s role?

Commented [CW3R2]: Let me know if you still thinks this needs more detail

Needs and Opportunities

• The consultant shall conduct a comprehensive evaluation of existing County plans and GIS-based data to develop a list of key needs and opportunities. The consultant shall facilitate a SWOT (Strengths, Weaknesses, Opportunities, Threats) or similar analysis to gather public input and to prioritize the list based on feasibility, impact, and alignment with community goals.

Community Goals and associated policy revisions (if applicable)

• The public engagement process may identify needed revisions to current community goals, which shall be executed based on a need for technical consistency or stakeholder support for desired modifications

Land Use Element

• The consultant shall lead the development of a revised Community Character

Area Map with supporting narratives that fully integrate existing and planned infrastructure into land use decision-making. The updated land use element shall reflect a vision that aligns future development patterns to balance growth within the County. Each character area shall include a detailed narrative outlining the desired development pattern, design criteria, supporting infrastructure needs, and compatible zoning districts. Recommendations shall include strategies to resolve conflicts between existing land use patterns.

Proposed revisions to the County’s Unified Development Code in support of Comprehensive Plan goals may also be required.

Community Work Program

• In collaboration with County staff, the consultant shall develop a fully updated five-year Community Work Program, identifying priority projects and implementation measures based on technical analysis and stakeholder input.

The Work Program shall serve as an actionable roadmap for advancing the County’s long-term growth strategy, which will include clear timelines, responsible parties, and anticipated funding sources.

Public input and Steering Committee guidance will directly inform revisions to these elements; however, revisions should maintain focus on policies that aim to deliver an infrastructure-informed land use strategy that maximizes infrastructure efficiency, avoids overextension of utility systems, and aligns with parks, trails, and recreation planning.

4. Key Deliverables

• Documentation related to public feedback summaries provided to the Steering

Committee as well as material related to editorial actions of the committee to plan components including,

▪ Existing Conditions / Technical Analysis Memorandum

▪ Needs & Opportunities Report

▪ Public Engagement Summaries (after each phase)

▪ Draft Comprehensive Plan (at least one interim draft)

▪ Final Comprehensive Plan (adoption-ready), ready for transmittal to

Atlanta Regional Commission that meets all approval standards

All plan documents must be professionally formatted and include graphic and editorial quality consistent with state and regional planning standards. All documents must be fully editable source files with no proprietary lock-in formats. All documents must meet WCAG 2.2 Level AA accessibility requirements.

5. PERFORMANCE EXPECTATIONS

The Consultant will be expected to:

• Address how the plan will meet high-quality standards for product deliverables, particularly grammatical editing and graphic formatting

• Provide examples of public engagement strategies

• Outline how communication strategies will explain complex land use dynamics to the public and the importance of the long-range comprehensive planning process

• Incorporate an educational component into the engagement process that helps stakeholders understand the County’s history of growth while also fostering a shared vision for its future development

• Describe tools that demonstrate how public and stakeholder feedback will be collected, communicated, and managed

• Identify specific needs for county staff support

• Address all comments from DCA and Atlanta Regional Commission to produce a plan that meets approval standards

6. GIS REQUIREMENTS

The purpose of this section is to establish the requirements for the format, structure, and delivery of all GIS data and mapping products developed in support of Forsyth County projects. These requirements apply to all applicable project types, including but not limited to comprehensive planning efforts, parks and recreation master plans, emergency management initiatives, and transportation or roadway projects.

Commented [AC4]: Deliverables are high level. Do you want checkpoints tied to payment and progress? Do you want Public Engagement Summary Rports after each phase? Draft plans?

Expand to:

•Existing Conditions / Technical Analysis Memorandum •Needs & Opportunities Report •Public Engagement Summaries (after each phase) •Draft Comprehensive Plan (at least one interim draft) •Final Comprehensive Plan (adoption-ready) •GIS data deliverables

Commented [CW5R4]: I’m not sure how you would typically tie payments to deliverables or checkpoints. If you have something typical, that’s fine, or let me know if you want to discuss.

6.1 GIS Data Files

As part of the study there will be a series of maps that the consultant will create as a deliverable.

Color palettes and symbology used in the project must be compatible with (available

in) the ESRI online web format. Please provide ESRI lyrx layer files for any custom symbology. PLEASE note, many colors, border colors, border dashing, hatching, etc., are not available in this media, therefore your submission must meet this requirement. Any labels must be tied to existing fields in the data.

In addition to printed maps and PDF format, all submissions to the county will be used in total, and for all their individual components. Therefor all data layers should be correct, final form, and complete.

In order to re-print maps for our own use and at different sizes/scales and to have the data available in multiple formats (e.g. online) for our users: we require copies of the PDF’s, the GIS data exported, GIS Layerfiles for symbology, any definition queries, and the .aprx (mapping document) deliverable from the consultant.

This will allow us to continue to serve the planning department and be able to add this new data to the county’s enterprise GIS, and to do so in the most expedited timeline.

Forsyth County is currently using the ESRI 11.5 software. All data delivered should be properly attributed and have complete metadata. All fields should be meaningfully named, and/or described in the metadata, or have aliasing identified for our integration. If current data is being updated, filed names should remain the same if possible, and changes should be fully documented.

Our GIS projection system is wkid: 2240 EPSG Projection 2240 - NAD83 / Georgia West (ftus). All data deliverables are required to be in this projection format.

To ensure data completion, data Integrity, and final data usage; large polygon sets should be properly dissolved, have proper topology (no donut holes, slivers, overlaps, etc.). Also note, any labels on map productions should be part of the attribute table so that layers can be displayed individually in multiple formats. Character Areas, or any other large regional area need to be a completely closed polygon. Roads/ROW should not be voided.

Some, or all, products from this delivery will be made available to the public via our GIS open data website and policy. We are committed to providing our residents with accessibility.

The GIS department requires a 2/3rds Health Check – data submission. This will enable us to check that data is compliant early, pre-load data into our systems, and allow extract time to assist consultants with any questions/or issues. Please note, the date of the 2/3rds health check will be determined by the needs/timeline of the Planning Department. The actual date is dependent on the goals and timeline of that schedule.

The final Comprehensive Plan shall be actionable, clearly communicate the County’s growth strategy, align land use with infrastructure capacity, and provide a practical framework for decision-making related to development, rezoning, and capital planning.

7. PROJECT SCHEDULE

The proposed schedule shall include, at a minimum:

• Project kickoff

• Completion of existing conditions analysis

• Public engagement

• Draft plan development

• Public hearings

• ARC transmittal

• Final adoption

The County requires that a complete draft Comprehensive Plan be delivered no later than August 2027 to allow sufficient time for public hearings and revisions prior to the required submittal deadline in October 2027. Proposers shall include a detailed project schedule with milestones.

8. PROPOSAL REQUIREMENTS

1. Project Approach and Methodology

2. Public Engagement Strategy

3. Relevant Experience

4. Project Team and Qualifications

8.1 Proposal Organization and Content Requirements

Proposals shall be organized in the following order and shall include all information requested. Proposals that do not follow this format may be deemed non-responsive.

Commented [AC6]: I suggest adding a “Success” paragraph:

The final Comprehensive Plan shall be actionable, clearly communicate the County’s growth strategy, align land use with infrastructure capacity, and provide a practical framework for decision-making related to development, rezoning, and capital planning.

This will help consultants to focus on real outcomes.

Commented [CW7R6]: Added as proposed

Commented [AC8]: We need to add an expected project duration. I think we should require a milestone schedule in proposal.

Commented [CW9R8]: We need to have the final draft ready by August to ensure enough time for public hearing before submittal is due in October.

Commented [AC10]: We mention submission, but not responsibility. Recommend adding somewhere •Consultant responsible for addressing all comments from DCA and Atlanta Regional Commission •Delivering a plan that meets approval standards

Commented [CW11R10]: Added to 5. Performance Expectations

To ensure consistency in evaluation, Proposers are encouraged to be concise while providing sufficient detail to demonstrate qualifications and understanding of the project.
