About this file

The document is a Request for Proposals (RFP) #2025-129 issued by the Superior Court of California, County of Los Angeles, seeking an Online Parenting Tool as part of the Court Vendor Resource List Project. The RFP solicits proposals from qualified vendors to provide an online communication platform designed to assist parents involved in high-conflict situations, particularly those dealing with domestic violence, to manage shared parenting responsibilities. The tool is intended to facilitate peaceful communication, document child-related information, and help reduce conflicts. Proposals must be submitted electronically through the Court's Online Procurement Website (Bonfire) by the specified due date. The estimated timeline includes proposal evaluations from November 10-18, 2025, with a Notice of Intent to Award anticipated on December 1, 2025. Successful vendors may be placed on the Vendor Resource List for up to five years.

The cost proposal requires vendors to submit a pricing schedule for clients, with services to be paid directly by the clients, not the Court. Vendors are expected to describe potential pricing adjustments for lower-income clients, particularly those with court fee waivers. The evaluation criteria include 25% weight for experience on similar assignments, 10% for personnel credentials, 32% for work plan quality, 30% for cost, and 3% for Disabled Veteran Business Enterprise (DVBE) status. Proposers can receive a 3% point increase for meeting DVBE requirements. The Court reserves the right to award multiple contracts and is not obligated to procure a minimum amount of work. Vendors must meet minimum requirements, including five years of documented experience in similar services, appropriate insurance coverages, and submission of all required forms.
