About this file

Milwaukee County has issued a Request for Information (RFI) RFI-2025-003 for Airport Wi-Fi and Distributed Antenna System (DAS) at Milwaukee Mitchell International Airport (MKE). The RFI seeks innovative technology solutions to provide high-quality, free, publicly accessible Wi-Fi, manage the Airport's DAS network, and create a wireless network for airport administration. The current contract with Boingo Wireless, Inc. covers these services, and the airport is interested in expanding coverage to Concourse E and the adjacent parking structure. The RFI is scheduled for release on September 24, 2025, with a pre-response conference on October 22, 2025, and responses due by November 6, 2025, at 4:00 PM Central Time.

The RFI aims to gather information from potential providers about technological approaches that can improve passenger experience and generate revenue for the airport. Interested providers should have demonstrated experience in airport Wi-Fi and DAS solutions, a proven track record of successful deployments, and the ability to provide references. The county seeks a single provider who can contract directly with Milwaukee County, be responsible for all solution elements, including DAS agreements with mobile carriers, and comply with industry-standard security measures. The airport is specifically looking for a solution that includes all necessary licenses and equipment, minimizes operational disruptions, and maximizes airport revenue.

2. INTRODUCTION

2.1. Background

Milwaukee County, through its Airport Division (the “County”) is soliciting information (“Responses”) from potential providers (the “Respondents”) that can provide an innovative Wi-Fi and Distributed

Antenna System (“DAS”) technology solution at Milwaukee Mitchell International Airport (“MKE” or

“Airport”).

The County owns and operates through its Department of Transportation two airports, Milwaukee

Mitchell International Airport and Timmerman Airport. Milwaukee Mitchell International Airport (“MKE”) is a medium-hub, primarily commercial service airport and the largest airport in Wisconsin. Currently, there are 9 air carriers serving MKE on two concourses*:

• CONCOURSE C: Southwest, United, Sun Country

• CONCOURSE D: Alaska, American, Frontier, Delta, JetBlue, Spirit

*The Airport’s third concourse (CONCOURSE E) has an estimated 2027 completion date

MKE currently contracts with Boingo Wireless, Inc. to (ii) provide free, ad-supported Wi-Fi to passengers, (ii) manage the Airport’s DAS system, and (iii) provide wireless connectivity for the

Airport’s administration network. Wi-Fi is available in the Main Terminal and the two existing

Concourses, and the Airport is interested in expanding coverage to Concourse E and to the adjacent parking structure.

The Airport is evaluating its current model and is looking for suggestions from Respondents on optimal and innovative approaches to both the technology and contractual aspects of the solution.

2.2. Purpose

The primary purpose of this RFI is to gather information, data, comments and/or reactions regarding technology solutions that improve the passenger experience at MKE and generate revenue for the

Airport.

The RFI process is an information gathering tool and is not a competitive solicitation. If the County decides to issue a competitive solicitation (e.g., a Request for Proposal) to select a provider, such solicitation will be released separately and conducted in accordance with Milwaukee County procurement policies.

If the County determines for any reason that a competitive solicitation is not required, the County reserves the right to contact one or more Respondents that responded to the RFI to obtain firm proposal(s) or to negotiate a contract.

Information gathered by the RFI process may be used by the County for any of the following:

5 | P a g e

• To support County decision making about Wi-Fi and DAS solutions and related topics.

• To provide information sufficient for the County to determine whether a competitive solicitation process is required.

• To assist the County in developing a list of potential providers.

• To develop scope and requirements for a competitive solicitation.

The County will review all responses received. Potential providers are not required to respond to the

RFI, and declining to participate in the RFI process does not prohibit participation in any competitive solicitation that may result from the RFI. However, interested parties are strongly encouraged to respond to the RFI to ensure that the County is aware of their operational approach and services.

3. SCOPE OF SOLUTION

The County seeks a state-of-the-art solution that:

1. Provides high-quality, free, publicly accessible Wi-Fi to Airport visitors.

2. Provides a neutral host to manage the Airport’s DAS network.

3. Provides a wireless SSID for the Airports administration network.

4. Maximizes Airport revenue.

5. Includes all licenses and equipment required for the solution, including installation, maintenance, support, and upgrades.

6. Minimizes operational disruptions and passenger inconvenience during implementation and ongoing use.

7. Is provided by a single provider that contracts directly with Milwaukee County and is wholly responsible for all elements of the solution, including DAS agreements with individual mobile phone carries and any applicable subcontractor agreements.

8. Complies with industry standard security measures.

Interested providers should have the following minimum qualifications:

1. Demonstrated experience in providing Airport Wi-Fi, DAS or similar solutions.

2. Proven track record of successful deployments of Airport Wi-Fi, DAS or similar technologies.

3. Ability to provide references upon request from previous clients or projects with similar scope and requirements.

6 | P a g e
