About this file

This document is Addendum #2 for a Request for Bids (RFB) from the City of Albuquerque for the Community Energy Efficiency (CEE) Weatherization Program Re-Bid, solicitation number RFB-2025-674-GSD-KH. The project aims to provide energy efficiency improvements for low-income households in Albuquerque, with an expected start date of January 2026. The bid deadline is September 4, 2025, at 2:00 p.m. Mountain Time. The contractor will be responsible for identifying program participants, conducting energy audits, completing energy-efficiency retrofit improvements, and managing the entire process. The scope includes identifying eligible households, performing energy audits, installing energy-efficiency measures, and coordinating with existing utility-owned retrofit programs.

The bid requires two primary pricing components: an Energy Audit Report per household and an hourly rate for project management. The City has specified that no project shall exceed $8,000 per household for all elements of the scope of work. Currently, there are no budgeted funds for the program, and it will be reevaluated during a mid-year adjustment. The work will be conducted on a reimbursement basis, with the City agreeing to process invoices expeditiously. The contractor can subcontract installation work and is responsible for both installation and project management. The program's success will be measured by conducting before-and-after energy efficiency tests and the goal is to help as many homes as possible within the $8,000 per home limitation.

With the energy audit report being a lump sum cost for a residential energy audit and the hourly rate being charged for project management services to ensure proper installation and commissioning of Energy Efficiency Equipment. Pricing Sheet (BT-25IR) is not intended to break out the anticipated costs of every energy efficiency improvement project listed in the RFB Section 2. Bid Specifications – Subsection C. Is this a correct assumption, if not please clarify.
