SECTION 1

1.0 DESCRIPTION OF SERVICES

Scope Contractor will provide engineering support for the United States Air Force Test Pilot School (USAF TPS), located at Edwards Air Force Base, California. This support shall be available to all curriculum development at TPS including student Test Management Projects (TMPs), TPS Staff Projects, and TPS Special Projects (See Section 1.7). This includes support to the TPS fleet aircraft such as the Variable In-Flight Simulator and Test Aircraft (VISTA) USAF S/N 86-0048, USAF F-16s, and any other vehicle identified to support the TPS mission. Contractor will perform work under individual task orders issued under the 2022 VISTA Airframe Support IDIQ. Additional support requirements include: basic F-16 engineering support, documentation, Special Projects, and logistical support. Travel incurred to support these requirements will be in accordance with the Joint Travel Regulations.

Background The VISTA, a Test and Evaluation aircraft owned by the Air Force, is a Block 30/40 F-16D, Serial Number 86-0048, recently re-named X-62A. The aircraft has a dorsal fairing, heavyweight landing gear, an F110-GE-100 engine, and Block 40 avionics. Modifications to the aircraft include the addition of a production Digital Flight Control System (DFLCS), Airborne Instrumentation System data acquisition system (DAS), VISTA Simulation System (VSS) interface, and variable feel center-stick controllers.

NOTE: VISTA uses the VISTA Simulation System and five control surfaces and engine to mimic the feel and response of a simulated aircraft. Control surfaces are operated independently. Direct lift flaps and the horizontal tail can be combined to simulate canards and delta wing aerodynamics. The VSS is integrated with the core avionics. Real-time control is accomplished through the Multi-Function Displays (MFDs) and the Up-Front Controls (UFC).

VISTA’s high performance permits realistic large amplitude maneuvers to test limiters and envelope protection devices. Major components normally located in the front cockpit of an F-16D (e.g. Jet Fuel Starter (JFS) controls, DFLCS controls, electrical panels, Emergency Power Unit (EPU), autopilot, etc.) have been relocated to the rear cockpit. Items removed from the production aircraft include; the 20mm gun, ammo drum, radar warning system, chaff/flare dispenser, nuclear weapon capability, Advance Medium Range Air-to-Air Missile (AMRAAM) capability, and Expanded Envelope Gun Sight Capability. A Global Positioning System receiver has been integrated into VISTA. The rear cockpit pilot is the Safety Pilot (SP). The SP sets up the VSS computer, performs routine F-16 flight procedures, monitors the safety of the evaluations and at any time, can disengage the VSS and take control of the aircraft.

REQUIREMENTS

The tasking outlined in this PWS will be accomplished in individual task orders under this IDIQ.

Engineering Support

1.3.1 Contractor shall provide engineering support as required for basic F-16 aircraft systems including, but not limited to; flight controls, avionics systems, structural components, aircraft modifications, aircraft instrumentation, software support, software development, and software validation and instrumentation. Engineering support for TPS shall be available to all curriculum development at TPS including student Test Management Projects (TMPs), TPS staff projects, and TPS Special Projects (See Section 1.7).

1.3.2 Contractor shall provide engineering support for VISTA / F-16 unique systems/components including, but not limited to; flight controls, avionics systems, structural components, mechanical systems, software support, software development, software validation and instrumentation.

1.3.3 Contractor shall provide engineering support for VISTA/F-16 configuration management and configuration status.

1.3.4 Contractor shall provide VISTA unique configuration data to the government for evaluation as required.

1.3.5 Contractor shall provide curriculum development support as required by TPS/XP. This support includes but is not limited to; course preparation, course teaching and post course evaluations.

1.3.6 Contractor shall provide advocacy support for TPS and its capabilities across potential DoD partners. Tasks include but are not limited to; preparation of TPS and/or VISTA advocacy briefing material, attendance at technical conferences, vendor meetings, program (F-16, F-22, & F-35) requirements meetings, internal collaboration meetings, support of technical interchange meetings and alignment of TPS test capabilities with DoD program test events.

1.3.7 Contractor shall provide mission-system level flight support of Non-Rated Aircrew (NRA). NRA will be Mission Aircrew (MA) qualified in F-16D. Primary aircrew support is for VISTA, however, flights in F-16, or other aircraft may be required to meet training plan requirements, maintain currency, and meet curriculum objectives at TPS. All NRA will be required to have a DOD Common Access Card (CAC) for access to USAF NIPR network and COOL (Center Ops OnLine) and will be required to be US citizens with a minimum SECRET security clearance.

1.3.8 Contractor shall provide EMC2 box support and software integration for curriculum support as agreed upon within the contractor and TPS EMC2 loan agreement.

Aircraft Structural Integrity Programs (ASIP)

1.4.1. Contractor shall continue to review and sustain ASIP work performed on VISTA.

1.4.2. Contractor shall plan and maintain a VISTA-specific ASIP program. These tasks include, but are not limited to:

a. ASIP Force Management in place

b. Loads/Environment Spectra Survey (L/ESS) data modified and reviewed as required.

c. Individual Airplane tracking (IAT) data modified and reviewed as required.

d. ASIP recorder data processing

e. VISTA scheduled maintenance actions modified and reviewed as required.

f. Structural maintenance records modified and reviewed as required.

g. Weight and Balance records modified and reviewed as required.

1.4.3 Contractor shall provide all appropriate documentation and updates involving ASIP work performed on VISTA.

Documentation Support

1.5.1 General Documentation Support. Contractor shall provide documentation as required to support basic aircraft systems, flight controls, instrumentation and avionics system, and all applicable F-16 structures.

1.5.2. Contractor shall review, support and prioritize previous and future VISTA/F-16 Aircraft Time Compliance Technical Orders (TCTOs) or alternate maintenance directives.

1.5.3 Contractor shall maintain VISTA currency in the USAF and TCTO system.

1.5.4 Contractor shall support and review Technical Order (TO) Block 40 check list release changes and determine if such changes are applicable to VISTA. If changes are applicable, the contractor will recommend and incorporate new changes for VISTA using the base line TO 1F-16CG-CL-1-1.

Logistical Support

1.6.1 Contractor shall provide logistical support for non-standard parts/repair of non-standard parts. F-16s utilized by TPS may require non-standard supply items: spares, spares parts, system/subsystems, and other equipment not stocked, stored, issued, maintained or otherwise bought for regular use by the USAF (such as VISTA’s Digital Flight Recorder or the General Support Fleet Data Acquisition System F-16 beta vanes).

1.6.2 Contractor shall acquire non-standard parts as directed by delivery order (DO). Contractor shall submit a proposal (quote) to be negotiated prior to issuance of a DO.

1.6.3 Contractor shall repair non-standard parts as directed by task order (TO). Contractor shall submit a proposal (quote) to be negotiated prior to issuance of a TO.

1.6.4 Beyond Economical Repair (BER). Contractor shall consider parts that can be restored to a serviceable condition in accordance with the applicable requirements, when costs of repair will exceed eighty percent (80%) of the replacement cost of a new part. Contractor shall estimate the total cost of the repair and/or overhaul of any end item received. Contractor shall promptly notify the Contracting Officer (CO) in writing and shall not perform further services on any such items except as directed by the CO should repairs exceed the above percentage. The CO may authorize contractor, to exceed the percentage of the part when an item is in critical supply status.

Special Projects

1.7.1 Contractor shall provide engineering and documentation support to investigate, determine the feasibility of and execute “Special Projects” for the TPS. Special Projects will be conducted in support of curriculum development, TPS student Test Management Projects (TMPs) and TPS staff projects. Types of Special Projects include, but are not limited to; flying qualities investigations, systems integration, sensor integration and flight test investigations of future concepts.

1.7.2 Contractor shall provide technical and management guidance and support for Special Projects. This support includes, but is not limited to; system information, telemetry data, data processing, training support, modification information, detailed specialty engineering and all other technical support required to execute the Special Project.

1.7.3 The contractor shall provide photographic support to include, but not limited to; documentation of T-2 modifications, ground, aerial, video and airborne flight test photography when required in support of TPS curriculum development, TPS student TMPs and TPS staff projects.

Instrumentation Support

Contractor shall provide instrumentation support in support of TPS curriculum development, TPS student TMPs, and TPS staff projects.

Performance, Reviews, and deliverables

1.9.1 Project Management. Contractor shall perform the administrative and technical tasks necessary to ensure performance of the contract.

1.9.2 Deliverables.

1.9.2.1 Technical and Management Work Plan. Contractor shall supply the USAF Test Pilot School Program Manager with a Technical and Management Work Plan (CDRL A001) as specified in the individual Task Orders.

1.9.2.2 Status Report. Contractor shall supply the USAF Test Pilot School Program Manager with a monthly status report (CDRL A002) that will detail progress, action items, concerns, etc., associated with this contract.

Meetings, Reviews, and Travel.

Contractor shall participate in program reviews, technical interchange meetings (TIMs), and test and planning working groups (TPWGs) and ASIP reviews and meetings as required.

SERVICE CONTRACTOR REPORTING OF INFORMATION (SCR).

See clause DFARS 252.204-7023 Reporting Requirements for Contracted Services or its Alternate 1, if included.

SECTION 2

SERVICES SUMMARY

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. Contractor shall adhere to their enterprise quality management plans.

SECTION 3

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

a) The government shall provide a Legion pod, RASCAL pod or other pods as/when required.

b) The government shall provide a Scorpion Helmet Mounted Display as/when required.

c) The government shall provide a Getac Tablet or other necessary equipment as/when required.

SECTION 4

GENERAL INFORMATION.

Performance of Services During Crisis Declared by the Nation Command Authority.

IAW DoDI 3020.37 (Continuation of Essential DoD Contractor Services During Crisis) and aforementioned Air Force implementation, unless otherwise directed by an authorized government representative, it is determined that services as identified in this PWS are NOT essential for performance during a crisis.

Administrative Matters

4.2.1 Ordering Procedures — Orders will be issued by a Procuring Contracting Officer in accordance with the Ordering clause of this contract. However, the following procedures shall be used for negotiation of orders.

4.2.1.1 The Contracting Officer will provide the Contractor with a copy of the notification of each proposed Order which will include a description of work to be performed, description of expertise required, and desired completion date.

4.2.1.2 The Contractor shall then: (i) submit to the Contracting Officer a statement of work describing how the work will be performed; (ii) submit a cost proposal identifying labor categories and number of hours within each category required for the performance of the proposed work; (iii) identify and provide rationale for all non-labor cost elements required for performance; and (iv) identify any Government property required for performance.

4.2.1.3 Upon receipt of the proposal, the Contracting Officer will analyze the proposal and, if acceptable, issue an Order directing the Contractor to commence performance, or if the proposal is not fully acceptable as offered, negotiations shall be conducted prior to issuance of any Order. In the event issues pertaining to a proposed work cannot be resolved to the satisfaction of the Contracting Officer, the Contracting Officer reserves the right to withdraw and cancel the proposed work. In such event, the Contractor shall be notified of the Contracting Officer's decision. This decision shall be final and conclusive and shall not be subject to FAR 52.233-1. Disputes or the Contract Disputes Act.

4.2.1.4 The Contractor is not authorized to commence performance prior to issuance of the Order by the Contracting Officer.

4.2.2 Implementation of Limitation of Funds — To be placed on each individual Task Order issued on this contract.

4.2.2.1 The sum allotted to this contract and available for payment of costs under Cost-Plus Fixed Fee (CPFF) CLINs 0001 and 0002; Cost CLIN 0003 only in accordance with the clause in Section I entitles "Limitation of Funds" is TBD on individual Task Orders.

4.2.2.2 In addition to the amount allotted under the "Limitation of Funds" clause, the additional amount of TBD is obligated for payment of fee for work completed under CLINs Cost-Plus Fixed Fee (CPFF) CLINs only.

4.2.3 Contract Type: Cost-Plus-Fixed-Fee — The estimated cost and fee for this contract are shown below. The applicable fixed fee set forth below may be increased or decreased only by negotiation and modification of the contract for added or deleted work. As determined by the Contracting Officer, it shall be paid as it accrues, in regular installments based upon the percentage of completion of work (or the expiration of the agreed-upon period(s) for term contracts). Estimated Cost: TBD; Fixed Fee: TBD; Total: TBD. Applies to Cost-Plus-Fixed-Fee CLIN(s) only

4.2.4 Preservation, Packaging, Packing and Marking Requirements - Preservation, packaging, packing and marking shall be set forth in the individual order.

4.2.5 Delivery of Reports — All data shall be delivered in accordance with the delivery schedule shown on the Contract Data Requirements List, attachments, or as incorporated by reference. All reports and correspondence submitted under this contract shall include the contract number and project number, if applicable, and be forwarded prepaid. A copy of the letters of transmittal shall be delivered to the Procuring Contracting Officer (PCO) and Administrative Contracting Officer (ACO). The addresses are set forth on the contract award cover page. All other address(es) and code(s) for consignee(s) are as set forth in the contract or incorporated by reference.

4.2.6 Accounting and Appropriation Data — Accounting and appropriation data will be set forth on individual orders issued hereunder.

4.2.7 Contractor Identification — Contractor personnel and their subcontractors must identify themselves as Contractors or subcontractors during meetings, telephone conversations, in electronic messages, or correspondence related to this contract. Contractor-occupied facilities (on AFMC or other Government installations) such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates or other identification, showing that these are work areas for Contractor or subcontractor personnel.

4.2.8 Use of Government-Owned Facilities — The Contracting Officer recognizes that the Contractor and its subcontractors may use Government Facilities, pursuant to the following facilities leases, in the performance of this Contract:

AF Plant 4, Ft. Worth TX, Lease F33657-97-L-2018 AF Plant 6, Marietta GA, Lease F33657-97-L-2019 AF Plant 42, Sites 2 and 8, Palmdale CA, Lease F33657-00-L-2039

If any change in the availability of leased facilities due to loss, destruction or damage, or any change in the terms of the facilities leases identified above, or any successor lease, causes an increase in the cost of, or the time required for, performance of any part of the work under this Contract, or both, the Contractor shall be entitled to an appropriate equitable adjustment under this Contract.

Environmental Protection

4.3.1 The Contractor shall comply with all applicable Federal, state and local laws, regulations and standards that are or may become applicable to the Contractor’s activities in performance of this PWS.

4.3.2 The Contractor shall ensure all hazardous materials (HM) are authorized and managed in compliance with applicable sections of Air Force Manual 32-7002, Environmental Compliance and Pollution Prevention, and Edwards Air Force Base (AFB) HM policy, to ensure compliance with Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001-11050), and Pollution Prevention Act of 1990 (42 U.S.C. 13101-13109).

4.3.2.1 For all chemicals/materials procured for this project by any means other than an installation HAZMART, the Contractor shall provide the following to the Contracting Officer Representative (COR), at least 45 days prior to the start of the project:

• - Completed Contractor Hazardous Materials Usage Tracking Form

• - Current Safety Data Sheets

4.3.2.2 The Contractor shall provide material usage updates to the COR (not later than the 5th of the month). The COR will forward all contractor provided information to the 412CEG/CEVC HM Program Manager. For guidance regarding tracking of HM, usage and regulatory requirements, or questions regarding completing this form, contact the Edwards AFB Environmental Management Office at (661) 277-1401 or email 412CEG.CEVC.HMWorkflow@us.af.mil. For questions concerning projects at AFRL, call (661) 277-5135.

4.3.2.3 Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from government property. Criteria for identifying hazardous waste are contained in Subpart C of 40 CFR Part 261. Note: Products containing chlorofluorocarbons (CFC’s) or ozone depleting substances shall not be allowed or approved for use.

4.3.3 The Contractor shall comply with Pollution Prevention and Right-to-Know Information requirements. Control of environmental pollution requires consideration of air, water, and land uses, and involves the management of noise, solid waste, thermal energy and radioactive materials, as well as other pollutants. Protective measures shall be incorporated to control pollution and/or correct environmentally impacting conditions that may develop resulting from this contract. Environmental protection shall be provided during the life of the contract.

Operation Security (OPSEC)

4.4.1 The Contractor shall comply with established OPSEC policies and procedures to protect classified, sensitive, and unclassified information and/or equipment, which is furnished to and operated by the Contractor.

4.4.2 The Contractor shall maintain OPSEC in accordance with DoD Directive 5205.02 the DoD Operations OPSEC Program.

Security Requirements

4.5.1 All Contractor employees will be subject to a criminal history background check IAW Air Force Manual (AFMAN) 31-113, Installation Perimeter Access Control, and 412th Test Wing Integrated Defense Plan (IDP) 31, Volume I (the AFMAN and IDP are both limited access documents but more details on the requirements/process in terms of background checks can be provided by the Contracting Office upon request). Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.

4.5.2 Base Access. For Contractor personnel who wish to obtain long-term Base access via an Air Force Materiel Command (AFMC) Form 496, Application for AFMC Identification Card, IAW Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352.242-9000, Contractor Access to Air Force Installations, the Prime Contractor shall submit a written request on company letterhead to the TPS/XP office with the following information (prior to submitting a request for Base access via an AFMC Form 496): 1) contract number, 2) location of work, 3) expiration date (must be on or before contract’s expiration date), and 4) names of employees/ subcontractor employees needing access to the base, to include each employee’s company name.

4.5.2.1 It is recommended that the Prime Contractor provide a copy of the request letter to each employee for verification purposes when the employee comes to the TPS Security Manager at Building 1220 to get their AFMC Form 496 signed. Employees for which no request letter can be found or provided will result in the employee being asked to return on another date/time so verification can be made.

4.5.3 Base passes will be limited to the length of the contract not to exceed 3 years from the date the AFMC Form 496 is submitted to the TPS Security Manager for signature.

4.5.3.1 The AFMC Form 496 will be reviewed/approved by the TPS Security Manager, then taken by the Contractor employee to the Edwards AFB Pass & Registration Office in Building 3000 for the security portion and issuance of the Base pass.

4.5.3.2 The contractor shall comply with all base security regulations. Additionally, the contractor shall comply with actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work

4.5.3.3 Only employees who will be working on the contract consistently/frequently should be submitted for a long term Base pass.

4.5.3.4 During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel.

4.5.4 The Contractor shall comply with all security requirements imposed by the Installation. Specific security considerations will be handled on an individual Task Order basis as required.

4.5.4.1 The contractor shall report suspicious activity (refer to Edwards AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 661-277-3340 in a timely manner.

4.5.4.2 The Contractor and its employees shall comply with all base traffic regulations.

4.5.5 No States are subject to Real ID Act enforcement at this time. The Department of Defense will accept standard State-issued driver's licenses and identification cards from all U.S. States and territories as proof of identity. Please visit the Department of Homeland Security's (DHS) website to get the latest information, https://www.dhs.gov/current-status-states-territories.

4.5.6 Contractor personnel who require routine physical access to the installation shall comply with Level I - Antiterrorism Awareness training requirements. Routine physical access applies to contractor personnel whose contract, performance work statement/statement of work has a 45 day or more period of performance. AT Level I training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. AT Level I training can be taken at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf for non-Common Access Card (CAC) holders. CAC holders may complete AT Level I training (Force Protection course) via the Advanced Distributed Learning Service at https://golearn.adls.af.mil/login.aspx. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit Antiterrorism Representative.

4.5.7 The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

4.5.8 The Contractor shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO; and 3) upon completion or termination of the contract. The Prime Contractor shall ensure that all Base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of payment.
