PERFORMANCE-BASED WORK STATEMENT (PWS)

FOR

TRADITIONAL SERVICE MUSICIAN AT YOKOTA AB

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. DESCRIPTION OF SERVICES

1.1.1. Scope of Work: The contractors shall serve as the primary musician for the Traditional worship service. The contractor shall provide piano or organ accompaniment during the worship services, provide prelude/postlude, the call to worship, special music selections (e.g. offertory musical special, etc), and benediction response as per the worship requirements and expectation of the chaplain assigned to lead the worship service.

1.1.2. Location: Primary facilities for the services provided will be, but not limited to, the chapels (Bldg 345 and the Bldg 4314).

1.1.3. Workmanship: All work shall be accomplished within the guidelines of the Traditional Service Chaplain, Air Force Instructions, and the Wing Chaplain’s Policy Statements.

1.1.4. Work to be Accomplished:

1.1.4.1. Coordinate all music support requirements for the Traditional programs with the Traditional chaplain or designated representative. The Traditional chaplain or designated representative will provide the musician with the necessary information relative for the various chapel services and activities.

1.1.4.2. Coordinate with the Traditional Chaplain for special services. Contractor shall be given a 30-day notice before performing for special services.

1.1.4.3. Coordinate with the Traditional Chaplain when they are required to perform for a schedule activity.

1.1.4.4. Be in place with appropriate instrument(s) and ready to begin on time with appropriate prelude (10 minutes prior to start of worship service), hymns, anthem(s), special music selections for offertory, and postlude (5 minutes after end of worship service) for the worship service.

1.1.4.5. Setup and take down all necessary items for rehearsals and worship services. Ensure the areas used will be properly secured upon completion of rehearsals and worship services. All work areas must maintain a neat and orderly appearance.

1.1.4.6. Properly mark and utilize all music and videos that are copyright protected with the Chapel's Christian Copyright License International (CCLI) number to be located on all sides of documents, presentations or media.

1.1.5.7. The contractor shall organize volunteers to assist the programs, not limited to, soloist, duets, musicians, etc.

As a volunteer supervisor, contractor will report volunteers’ service hours IAW AFI52-101, para 6.3.4.

1.1.5. Competency of Contracted Personnel: Possess a Bachelor of Arts in music or 2 years of experience and 3 years of playing in religious worship services. Proficiently play both the piano and organ. Demonstrate both competence and capability to perform required services for which they are engaged and the ability to skillfully sight read and play music with little or no advanced preparation. This includes all worship services, memorial services, funerals, choir rehearsals and special programs. Music pieces will be provided by the Contracting Officer Representative at the time of the audition. Contractor must be able to provide a wide range of church music to include traditional, liturgical, and contemporary, all of which will be tailored to meet the worship and liturgical needs of the particular service wherein assigned. Contractor must possess a working knowledge of the liturgical calendar to be able to anticipate musical needs for presentations during the special seasons of the year. Be willing to work in an interfaith environment. Contractor must speak fluent English. In accordance with DODI 1402.5, a Criminal History

Background Check and/or Local Files Check must be accomplished for all individuals working with children.

Consent to the background check is mandatory. Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government. In the event that a criminal history is found, the contract will be terminated at no further cost to the Government. The contractor must furnish a resume including academic and work related references. The contractor shall be fully qualified to perform the required services without any supervision or direction by Government personnel.

1.1.6. Contractor Points of Contact: The contractor shall provide the Contracting Officer and the Traditional Chaplain with any changes to his current address, telephone numbers, and email address. He/she will also provide the names of a primary and alternate point of contact with telephone numbers, in case of emergency.

1.1.7. Performance: The contractor must be in place in the sanctuary a minimum of 15 minutes before the start of the worship service. Rehearsal shall be no more than 6 days and no less than one day in advance of a scheduled performance. Rehearsals will last at least one (1) hour, but no more than two (2) hours. Performances will last at least one

(1) hour, but no more than two (2) hours. Rehearsals will not exceed 52 units per year. Performances shall include a minimum 10-minute warm-up session before each service but must be accomplished prior to the 15 minutes to service start time. Performances are scheduled on Sundays. Performances will not exceed 52 units per year. Other special performances, such as holy days, may be required during weekdays. Special rehearsals and performances will not exceed 16 units per year.

1.2. GENERAL INFORMATION

1.2.1. Contractor Responsibility:

1.2.1.1. The contractor is solely responsible for all tax liabilities. No provisions are implied or provided in this contract for any benefits such as medical care, retirement or worker’s compensation. This is a Non-Personal Service Contract.

1.2.1.2. The contractor shall provide a qualified substitute in the event the contractor cannot meet any obligation of this contract. A “qualified substitute” is defined as an individual who meets the qualifications outlined in paragraph

1.1.5 of this PWS.

1.2.1.3. The contractor shall present a neat, well groomed appearance appropriate for chapel worship services during all times while he/she is performing services under this contract.

1.2.1.4. The contractor shall furnish his/her own transportation to and from Yokota Air Base.

1.2.1.5. The Government will not be liable for loss, damage, theft, or maintenance of personal equipment.

1.2.2. Administration:

1.2.2.1. The contractor shall document work performed, whether written or electronic, and will present it to the COR, Wing Chaplain or designee upon request. The contractor must present an invoice to receive payment for services rendered. All monthly invoices are processed through Wide Area Workflow (WAWF) for payment of service rendered.

1.2.2.2. If required, the contractor will be issued a base pass for entrance to Yokota Air Base. The contractor will adhere to and provide all required information to base Pass and ID to receive base pass.

1.2.3. Personal Property: The contractor shall ensure that personal property is clearly marked and identified to preclude misidentification as Government property.

2. GOVERNMENT-FURNISHED PROPERTY AND UTILITIES

2.1. Equipment: The Government will furnish Government-owned organs, pianos and if Traditional Chaplain requires any specific equipment or accessories such equipment will be provided by the Chapel. All other instruments, equipment or accessories will be furnished by the contractor. Requirements for music supplies (i.e.

scores, song sheets, folders, etc.) will be submitted in writing at least sixty (30) days in advance of the required date and will include: title, number required, cost and suggested source. Contractor will coordinate with Traditional Chaplain to fill out appropriate purchase request forms. Government-owned equipment/supplies will not be moved without the permission of the Wing Chaplain.

2.2. Liability: The contractor shall be liable for loss, damage, or theft of Government property due to the contractor’s carelessness and/or negligence. Negligence will be determined by appropriate Report of Survey findings.
