Project Manual Summary: Orwigsburg Borough Market Street Sidewalk and Curb Replacement
This project manual documents a construction contract opportunity for the Borough of Orwigsburg in Schuylkill County, Pennsylvania, administered by the Borough in coordination with the design engineer Benesch. The project involves comprehensive streetscape improvements along Market Street (State Route 443) between Liberty Street and Wayne Street, including the construction of new concrete curbs, sidewalk replacement, ADA-compliant curb ramps, parking lane grade adjustments, detectable warning surfaces, concrete steps with railings, and associated pavement restoration. The work encompasses approximately 1,846 linear feet of plain cement concrete curb replacement with variable heights, 775 square yards of modified cement concrete sidewalk, multiple utility adjustments including water valve and sewer cleanout grade adjustments, roof drain pipe installations, and traffic maintenance and protection throughout the construction period. Bids were due April 7, 2026, at 10:00 a.m. via the PennBid electronic system, with public bid opening and announcement scheduled for April 8, 2026, at 7:00 p.m. during the regular Borough Council meeting. The contract requires substantial completion by October 30, 2026, and final completion by November 13, 2026, with liquidated damages assessed at $1,000 per day for delays beyond substantial completion and $500 per day thereafter. No pre-bid conference was required, though a mandatory pre-bid meeting was referenced in related project documentation.
The project is awarded to the lowest responsive and responsible bidder on a unit price basis with estimated quantities that are not guaranteed. Bid security of 10 percent of the total bid amount is required, submitted as a certified check, bank draft, or bid bond. The successful bidder must provide performance and payment bonds each equal to 100 percent of the contract price. The contract includes prevailing wage requirements in accordance with Pennsylvania wage determination schedules applicable as of the bid opening date, with multiple prevailing wage classifications specified for different trades. Bidders must comply with public works employment verification requirements, non-discrimination and sexual harassment provisions, Pennsylvania steel products procurement standards, and various state contractor responsibility programs. Funding sources and total project costs are not explicitly detailed in the bidding documents provided, though the project involves Highway Occupancy Permit compliance and coordination with multiple utility companies. The contract documents emphasize environmental compliance, erosion control, traffic management requirements, and comprehensive documentation and closeout procedures including warranties, record documents, and project record drawings.
