LIMITED SOURCE JUSTIFICATION
FOR AN ORDER EXCEEDING MICRO-PURCHASE THRESHOLD
AND UP TO THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 8.405-6)
PR NR-MAH000-21-00754
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Agency and contracting activity. Department of Commerce, National Oceanic and Atmospheric
Administration (NOAA) Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), and the Pacific Marine Environmental Laboratory (PMEL).
2. Description of supplies or services required to meet agency needs (including the estimated value).
PMEL requires Information Technology (IT) support services for Apple products in association with the current help desk services order. The services include resolving software and hardware issues, integrating Apple systems information and enterprise network, and providing technical support for scientists and engineers. Responsibilities include but are not limited to utilizing the PMEL ticketing system to assist in daily troubleshooting and collaborating with other senior and junior members in the IT department. The new tasks will be incorporated into the current time and materials order number 1305M320FNRMA0187 through a modification. The current period of performance ends on 16 September 2021, with one-year options available until 16 September 2025. The total estimated value including exercised and unexercised options for the additional tasks modification is for the five (5) periods of performance.
3. Identification of the limited source(s) to be solicited.
Datavise Information Technology Services, Inc.
Riley Carruthers 512-472-2932 x105 PO Box 1298 Burnet, TX 78611
4. Authority and supporting rationale.
The contracting officer has determined the following circumstance justifies limiting the source under FAR 8.405-6 and as supported below:
Logical follow-on - FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order 1305M320FNRMA0187, which was issued under GSA contract number GS-35F-0566P. The original order was placed in accordance with the applicable FSS ordering procedures. The original order was not previously issued under sole-source or limited sources procedures. The new work is within scope of the order, which was competed less than one year prior to the modification. Adding the work through the modification will save reprocurement time and costs, as well as adding administration efficiency through working with one contractor.
5. Market Research
The market research used in competing order 1305M320FNRMA0187 is less than eighteen
