Louisiana Shelter at Home Program Sheltering and Essential Temporary Power (STEP) Program 1,100 Residential Dwellings Baton Rouge Area, Louisiana, $12.5 million Project Manager, GOHSEP, Statewide, LA, $12.5 million (of $168 million total program cost)

• The August 2016 Historic Flood Event affected approximately 100,000 Baton Rouge area residential dwellings. Many of these homes sustained significant flood-related damage and went for months without power, air conditioning, hot water or necessary repairs required to make them safe for residents. The flooding ranged from a couple of inches of water to homes with water up to the roofline. While a portion of the property owners had the resources to make temporary or permanent repairs to their properties, many residents did not have the means to do so. This left thousands of Louisiana residents without acceptable living conditions and displaced from their residences. GOHSEP & Program Manager, AECOM, developed the SaHP. The program enabled single family owner occupied residential properties to become quickly habitable so that residents could return to their dwellings and shelter in place. Of this $168,000,000 program, LEMOINE delivered $12,500,000 of STEP repairs. The average completion time of each rehab unit was nine days.

The LSA staff successfully completed 400 logistics support missions over a four-month duration. Each LSA included turnkey base camps (100-person and 250-person camp respectively) with wrap around services housing internal personnel, mutual aid and first responders.

• Individual support tasks assigned to the Joint Venture also included assembly and deployment of a fleet of vacuum assist tanker trucks to support sediment and debris removal from state and county sanitary sewer systems and from within rights of way; Construction of an emergency housing site for the State’s temporary disaster housing program; Heavy equipment augmentation for disaster debris removal operations within multiple Gulf coast counties; and multiple general population and responder base camps providing care to evacuees and disaster survivors.

2023 – Present | Hurricane Idalia Executive Support, Florida

• Following landfall on August 30, 2023, CDR Companies provided staff augmentation and mission support to the State Emergency Operations Center. Additionally, 24 shelter workers were deployed to support two general population shelters in Suwanee County;

CDR assisted in site identification, launching, staffing and management, as well as providing the vendor food services, janitorial/facility maintenance services, and logistics support. Crisis counselors and behavioral health staff were available at each shelter location. In support of Lee County’s hospital network, which experienced partial utility failures, CDR deployed a 100-bed capacity field hospital that had the ability to expand to 1,000 patients as needed. Throughout this deployment the ACS alleviated the hospital network of low acuity individuals consisting of decompressed medical surgical patients from area hospitals; homeless individuals requiring some medical care; and displaced patients from assisted living facilities damaged by the hurricane. These patients were cared for by a staff of General Practice and Emergency Doctors, Nurse Practitioners, Nurses, and Medical Assistants. CDR deployed a 10-Bed Emergency Department onto the Island of Fort Myers Beach. With many of the major hospitals challenged by Hurricane Ian devastation, this facility served residents and workers as roadways were repaired to the point that allowed their return for clean-up and the start of rebuilding.
