About this file

This document is a Request for Proposal (Solicitation No. BPM006719) issued by the Arizona Department of Administration's State Procurement Office for Statewide Emergency Response Solutions and Services. The solicitation focuses on infrastructure security controls and data protection requirements for potential contractors, specifically detailing the Arizona Baseline Infrastructure Security Controls (Attachment 13). The document involves LEMOINE | CDR Logistics, LLC as a respondent and references collaboration with the Arizona Department of Homeland Security, Governance, Risk, and Compliance team.

The proposal outlines specific security requirements for contractors handling state data, with two primary data classification levels: NIST Low Impact (for Public State Data) and NIST Moderate Impact (for Confidential State Data). Contractors must comply with specific security control frameworks, including potential AZRAMP, FedRAMP, or StateRAMP Authorization. The document requires contractors to submit prerequisite control sheets, undergo security assessments within 45 days of contract award, and prepare to potentially obtain StateRAMP Authorization in the future. Notably, LEMOINE | CDR Logistics has been exempted from completing certain attachments because their proposed services do not include data hosting, as confirmed in a Q&A document dated February 18, 2025.
