About this file
This document is a Request for Proposal (RFP) from the Arizona Department of Administration's State Procurement Office, specifically Solicitation No. BPM006719 for Statewide Emergency Response Services and Solutions. The RFP includes reference documentation from three organizations: Florida Division of Emergency Management (FDEM), Louisiana Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP), and Entergy. The primary contractor is LEMOINE, in a joint venture with CDR McGuire (LEMOINE | CDR), which has provided emergency response services across multiple states.
The references detail emergency response contracts totaling approximately $218.32 million for hurricane-related missions between 2021-2024. Services included establishing Logistics Staging Areas (LSAs), creating emergency responder base camps, providing critical infrastructure support, and supplying essential resources like emergency power, water tankers, medical equipment, and logistical coordination. Notable projects include responding to Hurricanes Debby, Helene, Milton, and Francine, with LEMOINE | CDR completing over 512 missions across these events. The contracts demonstrate the company's capability to rapidly deploy infrastructure, coordinate multi-agency responses, and restore normalcy in disaster-affected regions within 10-30 days of hurricane impacts.
