Quality staff will only be as good as the management, so we always select the best management team to oversee staff and ensure quality work for our clients. We have in place quality control methods that include internal audits of staff productivity daily and weekly. This also includes safety and management.
During the 2024 hurricane season, LEMOINE | CDR delivered exceptional disaster response services across multiple hurricanes in both Louisiana and Florida, showcasing their expertise and commitment to rapid recovery.
In response to Hurricane Francine in September 2024, LEMOINE | CDR delivered a robust response in Louisiana, particularly under the guidance of the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP). The team established and managed a Northshore LSA to support the distribution of critical supplies and services. This LSA became a crucial hub for receiving, storing, and dispatching essential resources, such as emergency power, food, water, and medical equipment to the hardest-hit areas.
• LEMOINE | CDR's efforts included comprehensive coordination with GOHSEP and various agencies to streamline operations and ensure effective disaster response. The team maintained a meticulous inventory system, ensuring that all incoming and outgoing supplies were tracked accurately, thus avoiding any bottlenecks in the supply chain. Additionally, we provided vital infrastructure support, ensuring that the LSA remained operational and efficient throughout the crisis.
• Key missions executed included setup of temporary power solutions to critical facilities, ensuring vital services remained functional. We also organized the distribution of food and water to affected communities, focusing on the most vulnerable populations. Medical equipment and supplies were dispatched promptly to areas in dire need, aiding in the treatment and care of those impacted by the storm.
• Moreover, the LEMOINE | CDR team facilitated regular updates to GOHSEP, providing real-time progress reports and identifying emerging needs. This communication ensured resources were allocated effectively and issues were addressed promptly. These efforts were instrumental in stabilizing the region, restoring a sense of normalcy within weeks.
• Through meticulous planning, efficient execution, and strong collaboration with GOHSEP, LEMOINE | CDR's response to
Hurricane Francine demonstrates our capability to manage large-scale response operations effectively. The Northshore LSA's success underscores our commitment to supporting Louisiana's recovery efforts, ensuring that critical services and supplies were delivered where they were needed most.
Activated for emergency standby material and services for the Florida Division of Emergency Management (FDEM) from August through November 2024, the team demonstrated exceptional agility and coordination. For Hurricane Debby, the LEMOINE | CDR
Team established a Logistics Staging Area (LSA) in Jacksonville within 12 hours, facilitating over 60 missions including temporary power restoration and critical infrastructure support, bringing stability within 10 days.
Following the devastation caused by Hurricanes Idalia, Ian, Debby, and Helene across Florida, multiple communities faced critical damage, especially to healthcare facilities and essential infrastructure.
• In response, the LEMOINE | CDR Team swiftly deployed various Mobile Medical Units (MMU) within 48 hours, providing immediate care to impacted areas. The MMUs offered a wide range of healthcare services, including emergency care support, diagnostics, and primary treatment, ensuring rapid support to the hospitals affected. The LEMOINE | CDR Team worked tirelessly to restore access to healthcare for those most affected by the storm.
LEMOINE | CDR Team was also able to successfully provide a Freestanding 10-Bed Emergency Department to Ft. Myers Beach on
Estero Island. With many of the major hospitals challenged by Hurricane Ian devastation, this facility served residents and workers as roadways were repaired to the point that allowed their return for clean-up and the start of rebuilding.
Additionally, in the aftermath of the storm, Lee County’s hospital network was taxed and experiencing partial utility failures. LEMOINE |
CDR Team deployed a 100-bed capacity field hospital/ Alternate Care Site (ACS) that had the ability to expand to 1,000 patients as needed. Throughout this deployment the ACS alleviated the hospital network of low acuity individuals consisting of decompressed medical surgical patients from area hospitals; homeless individuals requiring some medical care; and displaced patients from assisted living facilities damaged by the hurricane. These patients were cared for by staff of General Practice and Emergency Doctors, Nurse
Practitioners, Nurses, and Medical Assistants.
In response to Hurricane Helene, they swiftly set up an LSA in Duval County, enabling 143 missions such as prime power delivery to shelters and fuel distribution, restoring normalcy within 21 days.
Hurricane Milton saw the transformation of Tropicana Field into a 10,000-person base camp in just 9 hours and the execution of over
309 missions from LSAs in Duval and Lee Counties, achieving full recovery in 30 days.
Across these events, the joint venture's strategic response and execution of 512+ missions underscored their commitment to swift, flexible, and innovative disaster management.
Since late 2020, CDR|EM and CDR|HEALTH have been heavily involved in disaster response and recovery activities in Florida, including Hurricane Idalia and Ian, Surfside Building Collapse, the COVID-19 pandemic, and Lee & Charlotte County Severe Storms &
Tornadoes.
With a peak staff of 479 personnel, CDR|EM has been engaging in response and recovery activities for communities most impacted by
Hurricane Ian, supporting FDEM and the Florida Department of Health (FDOH). In response to Hurricane Ian, CDR:
• Assisted in the site identification, launching, equipping, staffing, and management of 500- and 1,000 bed Mass Congregate
Shelters.
• Deployed a 250-person Medical Worker Base Camp. CDR Companies and partners provided a full-service base camp to accommodate 250 medical workers supporting a 1,000 bed Alternate Care Site (ACS) established within the former Sears at
Edison Mall. This was a turnkey operation that provided billeting, restroom and shower facilities, hand washing stations, laundry services, catering, power generation, lighting, HVAC, security, tented area for administration, dining, and Morale, Welfare, and Recreation services.
• Deployed a 100-bed ACS (field hospital) to support Lee County’s damaged hospital network with the ability to expand to 1,000 patients as needed. The ACS alleviated the hospital network of low acuity individuals consisting of decompressed medical surgical patients from area hospitals; homeless individuals requiring some medical care; and displaced patients from assisted living facilities damaged by the hurricane. These patients were cared for by a staff of General Practice and Emergency Doctors, Nurse Practitioners, Nurses, and Medical Assistants.
• Deployed a 10-Bed Emergency Department onto the Island of Fort Myers Beach. This facility helped bridge the gap for damaged hospitals and serving residents and workers as roadways were repaired to allow their return for clean-up and the start of rebuilding.
• Deployed a CDR|HEALTH Mobile Specialty Diagnostic Vehicle (MSDV) to support emergency temporary shelters within Fort
Myers providing primary medicine and urgent care. The mobile clinic was staffed 24/7 and provided x-ray and diagnostic imaging services, suturing, script ordering/fulfillment and meeting other basic medical service needs. As the need for emergency shelters alleviated, the mobile clinic was relocated to the Incident Command Post on Fort Myers Beach where it served those impacted by this catastrophic event.
• Provided over 100 personnel to support response and recovery efforts through staff augmentation of the State EOC and town of Fort Myers.
• Provided Derelict Vessel and Debris Removal Monitoring Services in the counties of Charlotte, Collier, DeSoto, Hendry, Lee, and
Sarasota. The CDR Debris Removal Monitoring Team has been assisting with location, type, and ownership of derelict and abandoned vessels as well as other personal property destroyed, damaged, or displaced. At peak, CDR|EM had 479 personnel working throughout six counties providing debris monitoring operations which to date have involved the removal of 4.7 million cubic yard of debris (94,611 truckloads) and 639 derelict vessels. CDR also established a Call Center to answer questions about debris removal and pickup and has been initiating and processing Private/Commercial Property Debris Removal applications throughout cleanup. Over 34,000 calls have been received.
CDR has also most recently supported response and recovery activities for Hurricane Idalia, supporting FDEM and the Florida
Department of Transportation (FDOT). In response to Hurricane Idalia, CDR:
• Deployed a 100-person Base Camp and wrap-around services in Lafayette County at Sports Complex LZ in Mayo, FL for housing the South All-Hazards Incident Management Team, mutual aid crews and volunteers. The base camp included lodging facilities and hygiene kits, dining facilities, satellite communication, lavatory, laundry and showering facilities, power and HVAC, light towers, garbage and sanitation, as well as camp management, operations and maintenance staff.
• Deployed a 24-hour Mobile Medical Clinic in Steinhatchee to provide primary medicine and urgent care to residents and recovery workers. The clinic included the use of a CDR Mobile Specialty Diagnostic Vehicle (MSDV) offering enhanced mobility and providing diagnostic imaging, services, suturing, script ordering/fulfillment and other basic medical service needs.
The mobile clinic was initially located adjacent to the Steinhatchee School. As flood water receded, and with the start of the new school year beginning, the mobile clinic was seamlessly relocated to the community marina where it served residents in the most impacted area of town.
• Provided 24 shelter staff for the administration and operation of the Suwannee County emergency shelter.
