LIMITED SOURCE JUSTIFICATION
FOR AN ORDER EXCEEDING MICRO-PURCHASE THRESHOLD
AND UP TO THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 8.405-6)
NR-MAH000-21-00049
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants
Office (AGO), Western Acquisition Division (WAD).
2. Description of supplies or services required to meet agency needs. This requirement is for
Help Desk III services in support of the Pacific Marine Environmental Laboratory (PMEL) in Seattle, WA. The services include Tier 1 requests such as desktop support, network integration, and property management services, as well as Tier 2 and Tier 3 requests including computer hardware, computer software, network, database administration, website administration, and other technology issues. The expected period of performance is 9 November 2020 to 16 September 2021. This order will be time and materials, with an estimated value of $61,920.00.
3. Identification of the limited source(s) to be solicited.
Datavise Information Technology Services, Inc.
PO Box 1298 Burnet, TX 78611 Point of Contact: Riley Carruthers, riley.carruthers@datavise.net
4. Authority and supporting rationale. The contracting officer has determined the following circumstance justifies limiting the source under FAR 8.405-6 and as supported below:
Logical follow-on - FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order 1305M320FNRMA0187. The original order was placed in accordance with the applicable FSS ordering procedures. The original order was not previously issued under sole-source or limited sources procedures. The Help Desk III services were originally anticipated in order 1305M320FNRMA0187 for Option periods I, II, II, and IV. For the base period, pricing was received from all quoters, but the estimated hours required was set as zero at the time of award. Post-award, the program identified an immediate need for the Help Desk III services.
This procurement is to add the estimated hours and funding for Help Desk III for the remaining base period. The tasks and scope of the order will be unchanged by this procurement.
5. Market Research
Extensive market research was completed for the original procurement in order to determine the best value for the Government. Ten (10) quotes were received and evaluated through the competition. Datavise was determined to be the best value for the Government and as the period since award is less than sixty (60) days, Datavise would likely remain the best value.
