About this file
This Invitation to Bid (ITB No. 721-26060) is issued by the University of Texas at Austin on behalf of Parking and Transportation Services to procure a new vehicle with specialized equipment. The University seeks qualified vendors to provide a new 2025/2026 Ford F-350 XL in white with an installed Tommy Gate tool bed system. The scope includes a four-door crew cab with short wheelbase, a 6.8- or 7.3-liter gasoline or alternative fuel engine, and a Tommy Gate tool bed with headache rack, locking compartments, and a 1,000-pound assisted lift gate. Bids are due by Wednesday, March 4, 2026, at 2:00 PM Central Time via the University Bonfire portal. No public bid opening will be conducted. The contract award will be made based on best value criteria, with the University reserving the right to make single, multiple, or no awards. All questions regarding the ITB must be submitted through the Bonfire portal, and any addenda will be posted to that same platform. The delivery location is UT Fleet Operations at 1500 Manor Road, Building FC6, Austin, Texas, with acceptance hours Monday through Friday from 8:00 AM to 3:30 PM.
Bidders must submit a signed and completed Pricing and Delivery Schedule along with a completed Bonfire Pricing BidTable, with all pricing presented as firm fixed price. Bids must remain valid for a minimum of 120 days after the submittal deadline. The University operates on Net 30 payment terms as mandated by the Texas Prompt Payment Act and prefers payment through electronic funds transfer methods, including the JP Morgan Chase Single Use Account Program. Bidders should provide detailed, itemized pricing in the Bonfire system and indicate their delivery timeline in calendar days. The University of Texas System may extend this contract to other UT System institutions through its group purchasing authority, so bidders should consider pricing models that account for potential higher volumes. All contractors and assigned employees must pass criminal background screening, and contractors must certify compliance with Executive Order GA-48 regarding foreign ownership and control restrictions. The delivery price must include all labor, materials, equipment, and supplies necessary to provide the vehicle, with required documentation including Form 130-U, Manufacturer's Certificate of Origin, Vehicle Information Report, and Odometer Disclosure Form.

Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Bidder under this ITB. In particular, Bidder should note that University is part of The University of Texas System (UT System), which is comprised of fourteen institutions described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by another, and if so, this ITB could give rise to additional purchase volumes. As a result, in submitting its bid, Bidder should consider proposing a pricing model and other commercial terms that take into account the higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this ITB. Any purchases made by other institutions based on this ITB will be the sole responsibility of those institutions.
