About this file
This document is an Addendum No. 1 for Ada County Procurement, specifically for the Ada County Landfill Scrubber Tank Media Removal 2026 project (GS 26011). The project involves the removal of media and drain rock from tanks, with quotes due on October 28, 2025 by 4:00 p.m. local time through the Ada County Procurement Bonfire Portal. A mandatory site walkthrough was held on October 20, 2025, and the project is estimated to be completed within 30 days of contract signing. The addendum includes questions and answers from the site walkthrough, covering details such as tank specifications, gas lines, media weight, and site conditions.
The procurement does not fall under prevailing wage or Davis-Bacon requirements. Vendors are required to submit a Total Quote Amount online and complete a Signature Page. Ada County will not release the project budget information, and a separate bid for new scrubber media is anticipated, though the type of media will not be limited to carbon. The tanks are fiberglass with PVC piping from 2014, and each tank contains approximately 32,000 lbs of media and 30,000 lbs of 2-inch drain rock. The project involves fully cleaning the tanks with no liquid residue, and Ada County will handle the gasket replacement. Contractors are responsible for their own safety equipment and lock-out/tag-out procedures.

Site Walkthrough Questions
Conference Room
1. What is the estimated start date?
Answer: November 23, 2025.
2. Did you say you have a gas line in there?
Answer: There are gas lines going into the top and out the bottom – so there are two main 8-inch pipes. They have gate valves that are closed that the contractor can put on round lockouts.
a. So, the tank will lock up?
Answer: If you have your own lock-out/tag-out that you want to use on those valves that is fine. That’s it as far as actual gas coming in or out.
3. The blue mesh is a thick plastic?
Answer: It’s a thin sheet of vinyl mesh screen.
4. Do you know the size of your drain rock: is it 1-inch , ¾ inch?
Answer: It is 2-inch.
5. Bathroom accessibility on site?
Answer: There is a porta potty down there nearby to use.
6. Do you know what the weight of the media inside the tanks is?
Answer: Each tank contains about 32,000 lbs. of media (pre-scrubbing weight) and around 30,000 lbs. of drain rock.
7. This was done two years ago, the three other tanks?
Answer: 2023.
8. So, this is a little bit more saturated now?
Answer: This material has not been saturated. It is not a sprinklered/watered system, it’s a dry system. The gas itself is high humidity, moisture content. The media has been in there and running since November of 2023.
9. This media is going to be dry or is it going to be wet? You guys draining it out first, right?
Answer: There should be no liquid in it because we don’t add any water to it. It has a drain system on it built-in so there shouldn’t be any standing water or moisture in it. We don’t know the state of the media until we take the lids off, but there shouldn’t be and the system is designed to drain.
10. You got water on site?
Answer: Yes, a garden hose attachment. If you need more water than that there may be other access points.
11. We didn’t see it on there, but there’s no rinsing of the tanks, correct? It’s just vacuuming and cleaning?
Answer: The tank needs to be fully cleaned so that no residue is left.
12. Will you folks do a post sign-off visual inspection of the tanks?
Answer: Yes.
Site Tour
13. Top access point or side access point?
Answer: That whole top lid will come off. That’s the only access point.
14. From there, it’s just lateral hoist in?
15. The media is like a sponge or is it hard enough to walk on?
Answer: Not sure. We’ve never had this type removed before.
16. Any ladders on the inside?
Answer: No, we do have anchor points here for davit arms if you have fall protection you want to use for that.
17. Will you supply any lock-out/tag-out on site or will that be on the contractor?
Answer: Any PPE or safety equipment is on the contractor.
18. The sprinkler arm attached to top of lid stays connected?
Answer: No, when the lid comes off we will swing that out of the way so it will just be off to the side.
19. How far is the dump site, like two miles?
Answer: It’s 2.7 miles.
20. Scale in and scale out every load?
21. We’re not responsible for the liner or anything gasket, that’s you guys?
Answer: Ada County will take care of the gasket.
22. The tank doesn’t have rubber liner inside does it? It’s just plastic?
Answer: No, it’s fiberglass.
23. I didn’t see it in there, but will be there be any post testing or just visual inspection?
Answer: Just visual inspection.
24. Would that be separate possibly going on in January, that water is going to be frozen, right?
Answer: It has a heat trace.
25. It’s our job to drain it, if we use our hose?
26. What are the valves on the bottom of the tank?
Answer: These are just drain points that go to the sump.
27. Our EHS will ask about those valves right there gotta make sure they’re locked up/tagged out.
Answer: . Any PPE or safety equipment is on the contractor.
28. That’s the only lock-out/tag-out point, right?
Answer: Top and bottom gate valves.
29. Are you locking them out?
Answer: No, that is on the contractor.
30. In the past do you know once they start breaking up the media, have you seen the H2S gas meter up?
Answer: This is a different media so I can’t say. With the iron sponge on occasion, it was picked up on the gas meters, but this is the carbon media so we haven’t seen it come out before.
31. The cross pipes inside the tanks are fragile? Has any of those been replaced in the last few years?
Answer: No, the PVC piping at the bottom of the tanks has not been replaced and is the original from when it was installed in 2014.
32. Those pipes cross or just go that one?
Answer: There is a center pipe with three branching pipes on each side.
33. The guys just vac around all the internal pipes?
Answer: By that point, it’s all just drain rock around the pipe.
34. That mesh just gets cut?
Answer: It can be pulled out however. It’s disposable.

35. Please advise if this project falls under prevailing wage or Davis-Bacon.
Answer: No, it does not.
36. Could you please share the previous bid Tab/Results?
Answer: The last request for quotes, GS 24059, was cancelled in FY2024, but you can find the FY2023 quote results (GS 23045) under Award Notices on the Bonfire project listing here: https://adacounty.bonfirehub.com/opportunities/87409.
37. Is this for removal of the spent media only? We can also provide new media and install as well.
Answer: This is just for the removal of the media and drain rock in the tanks and cleaning.
38. Since this is a removal only, I would like to know will there be a separate bid for purchase of new carbon media material?
Answer: Yes, but the type of scrubber media will not necessarily be limited to carbon.

Answer: Ada County does not release project budget information.
40. Is there an estimated mobilization or completion date?

Answer: There is a Signature Page to be complete and upload onto Bonfire, as well as a Total Quote Amount to be input online into Bonfire.
