About this file
This document is an Exhibit A - Scope of Services for a competitive solicitation issued by the Florida Department of Transportation (FDOT) for a Districtwide Data Network Structured Cabling System for FDOT District 4. The project requires the qualified vendor to provide a compliant data network cabling system to replace existing cabling in FDOT offices with a combination of wireless access points, wall jacks, and jacks in cubes. The scope includes removing existing cabling and installing new Category 6 plenum cabling at three FDOT locations in Treasure Coast, Palm Beach, and Broward counties. The total number of drops to be installed across the three locations is approximately 776. The vendor must have a minimum of 5 years' experience, be BICSI certified, and provide a 25-year manufacturer warranty on the components. The work must be completed within specific timelines for each location, with financial consequences for missed deadlines. The vendor is responsible for all aspects of the project, including coordination with FDOT staff, moving furniture, and ensuring the current network remains operational during installation.
The contract will be awarded to the lowest responsive and responsible bidder. Pricing is based on a fixed cost per jack, including all required components. The vendor must provide proof of liability insurance and be properly licensed to perform the work. FDOT will assist the vendor in moving furniture, but the vendor is responsible for any damage caused during the project. The vendor must also comply with all relevant nondiscrimination statutes and authorities.

I. DESCRIPTION:
The Florida Department of Transportation (FDOT) (hereinafter referred to as “Department”) seeks to obtain a qualified Vendor to provide a compliant Districtwide Data Network Structured Cabling System to replace existing cabling in FDOT offices with a combination of Wireless access points, wall jacks, and jacks in cubes (the “Project”). FDOT currently has a mixture of cabling in the Agency Buildings which needs to be removed and replaced with a uniform Category 6 (CAT 6) Plenum Cabling.
The Scope of Work will include:
The displaced cables must be removed from the site once the new cabling is installed.
The current network must be kept up and running while the new system is installed.
Removal of existing replaced cables currently residing in the ceiling at three (3) locations:
1. Treasure Coast Operations Center 3601 Oleander Ave, Fort Pierce, FL 34982.
2. Palm Beach Operations Center 7900 Forest Hill Blvd., West Palm Beach, FL 33413.
3. Broward Operations Center 5548 NW 9th Avenue, Fort Lauderdale, FL 33309.
II. STRUCTURED CABLING SYSTEM REQUIREMENT:
CAT 6 – Plenum Fixed Cost Per Jack:
Rates to include jacks, patch panels, locking wall boxes, and face plates terminated at both ends. All components are to be CAT 6 rated, AWG 23 Gauge. Cabling and all associated equipment must be CAT 6 Compliant.
The Vendor will provide parts, materials, installation, testing, and certification proof.
The cable, connectors, and connecting hardware listed shall meet or exceed the performance requirements and must be the same brand name for all three sites.
All ports must be white with white jacks.
The cabling installation will be installed per (i) ISO/IEC 11801 or (ii) ANSI/TIA-568 Standard, EN 50173, including amendments to the foregoing Standards in effect as of the date of sale.
The cabling system shall be a Plenum Category 6 system. If the existing pathway cannot be utilized during the cabling upgrade, the Vendor shall provide an approved pathway using a combination of J-hooks, cable trays, or other approved

hangers (suspension), possibly including firestop sleeved openings. J-hooks shall be spaced no greater than 5’ apart and not supported from ceiling grid hanger wire.
Cables shall not rest on ceiling tile. Cables shall not touch any fire suppression piping for the sprinkler system. Pathways shall be run parallel and perpendicular to walls. Diagonal cable runs will not be accepted.
A site walk-through will be mandatory prior to quoting this Project. During the site visit discovery, the opportunity will be provided to see the available pathway and existing cables in the ceiling. A representative from each bidding company must be present at each site.
The Vendor shall use 48 Port Angle Patch Panels unless instructed otherwise before the start of the Project. The Vendor shall include manufacturer specification sheets for the following components:

IV. PROJECT DETAILS:
Each office location shall have two drops per location unless specified otherwise. Conference rooms and larger offices may have more, which will be noted on the plans provided to the bidder’s representative prior to the walk-through and Project Site Visit.
CATEGORY 6 CABLING SPECIFICATIONS:
A. Installation of Enhanced Category 6 UTP cable shall be in accordance with TIA/EIA guidelines. The Vendor shall replace cable and termination hardware that does not comply with TIA/EIA at no additional charge.
B. The maximum pulling tension shall not exceed 25 pounds/cable, and maximum lengths shall not exceed 275 feet.
C. The cable's minimum bend radius shall not be less than 1 inch.
D. The cable shall be installed without kinks or twists, and the application of cable ties shall not deform the cable bundle. In addition to cable supports, free-run cables shall be bundled and loosely tie-wrapped (24) inches in the center (minimum). Use plenum-rated tie wraps in air plenums. Once it has entered the IDF/MDF facility, all communications cabling shall be bundled and managed using Velcro strips.
E. When terminating CAT6 twisted pair cable, make sure that the natural twist of each pair is as close as possible to the point of termination. ANSI/TIA 568-C.2 requires no more than 0.5in (13mm) of untwisted cable for CAT6, as it will affect cable performance at high bit rates.
F. Separation from sources of Electromagnetic interference (EMI): Special care shall be taken in the open ceiling installation of any cabling to avoid any EMI-generating devices. Communications wiring should be avoided in spaces with electrical panels, transformers, or other high-voltage equipment.
G. Fire Penetrations: Fire stop free-run cable through fire-rated walls in accordance with UL EIA/TIA standards. All firewall penetrations shall be sealed with a UL-listed fire-rated assembly.

Protection shall be in accordance with the manufacturer’s recommendations and NFPA standards and specifications.
J. Penetrations through walls shall be sleeved. Sleeves shall be sized such that fill ratios will not exceed 50% of the maximum.
A - 5 OF 9
K. Cabling shall not be run exposed to the public. Surface-mounted raceway is not permitted.
L. All Racks/Equipment used shall be appropriately grounded.
M. The Vendor is responsible for moving all furniture as needed to facilitate this Project, however, the Department has agreed to assist at all three (3) Project Locations.

Starting with the first patch panel and the numbers 101 – 148 Second patch panel will be 201 – 248 Third patch panel will be 301 – 348 and so on until complete Cameras will be labeled with a “CAM” label on the patch panel and a port number, just like any other drop.
Wireless access points (WAPS) will be labeled with a port number just like any other drop, but in addition to the number, a label of “WAP” will be placed on the patch panel.
P. The Vendor will supply two cables per drop, both blue: one 10-foot cable from the wall to the telephone and one 7-foot cable from the telephone to the docking station (the preferred thin style is not mandatory).
