1. Purpose The purpose of this revised Scope of Work is to define contractor requirements for the removal, preparation, supplying, and installation of a new sanitary well head cap and an approximately 18-inch vertical well head extension at the identified Coast Guard housing well locations.

The work includes verification of existing well casing conditions, removal of the existing well head cap where required, installation of a compatible well casing/riser extension, installation of a new gasketed and locking sanitary well cap, correction of nearby grade or pad conditions, protection of the potable water source, site restoration, cleanup, and closeout documentation necessary to provide a complete, serviceable, code-compliant, and professionally finished installation.

2. Scope of Work The contractor shall provide all labor, supervision, tools, equipment, transportation, materials, incidentals, testing support, and technical expertise required to complete the work described in this SOW.

Field verify both well locations, casing outside diameter, casing material, existing cap configuration, venting, electrical/control cable entry, pad/grade conditions, and surrounding utilities before ordering materials or starting work.

Remove the existing well head cap at the identified cap replacement location and remove any loose, damaged, non-sanitary, or incompatible components that prevent proper installation.

Install an approximately 18-inch vertical extension to the existing well casing/riser at the identified extension location, or to a height required by applicable state/local code if more restrictive.

Install a new sanitary, vermin-resistant, gasketed, vented, and locking well cap that is properly sized for the final casing/riser diameter and compatible with existing wiring or conduit penetrations.

Provide watertight, structurally sound, and code-compliant connections at all casing extension joints, couplings, or welded/mechanical connection points.

Clean, trim, and restore vegetation immediately around the well head work area to provide safe access, clear visibility, and a finished condition suitable for future inspection and maintenance.

Adjust soil, gravel, concrete, or nearby grade as required to direct stormwater away from the well casing and prevent ponding, surface water intrusion, or erosion at the well head.

Protect all Coast Guard housing structures, lawns, walkways, landscape blocks, utilities, well components, and resident/Government property from damage during all phases of work.

Remove and properly dispose of all removed caps, excess materials, debris, packaging, and waste off Government property.

3. Technical Requirements - Water System/Well Head Protection All well head work shall be completed using accepted potable water well practices and by personnel qualified and licensed, where required, to perform well construction, well modification, or well service work in Connecticut.

Well casing extension material shall match the existing casing material and diameter where practical. If a different compatible material is proposed, the contractor shall submit the proposed material and installation method to the POC for review before installation.

All materials in contact with the potable water well system shall be new, unused, corrosion-resistant, manufacturer-approved for the intended application, and suitable for potable water well service. Components shall meet applicable NSF/ANSI potable water material requirements when applicable.

The finished well head assembly shall prevent insects, rodents, rainwater, lawn runoff, debris, and other contaminants from entering the well casing.

The well cap shall include a screened vent where required and shall include properly sealed electrical or control cable openings. Open or unsealed penetrations are not acceptable.

The contractor shall ensure the casing extension is plumb, rigid, and securely fastened. Final installation shall not allow movement, rocking, open seams, gaps, or exposed unsealed joints.

The contractor shall avoid introducing dirt, grass, insects, tools, sealants, lubricants, pipe cuttings, or other foreign material into the well casing during removal and installation activities.

If the well cap is removed or the well casing is opened during work, the contractor shall maintain temporary sanitary protection over the casing whenever the well is unattended.

If required by code, permit conditions, or industry practice based on field conditions, the contractor shall disinfect the affected well components after work and coordinate any required water service restoration steps with the POC.

The contractor shall notify the POC immediately if the existing casing is cracked, excessively corroded, loose, below required height, improperly sealed, or otherwise unsuitable to support the intended cap or extension installation.

4. Material and Part Information Contractor shall furnish all well caps, casing extension materials, couplings, clamps, gaskets, vents, seals, fasteners, patching materials, gravel/soil restoration materials, and incidental items required for a complete installation.

New well cap shall be sanitary, gasketed, locking, vented/screened as required, vermin-resistant, and sized to fit the final casing/riser diameter.

Casing extension shall be compatible with existing well casing and shall be joined using an approved method such as welding, approved coupling, or manufacturer-approved mechanical connection suitable for well casing service.

Fasteners and hardware exposed to weather shall be corrosion-resistant and appropriate for exterior potable water well applications.

Sealants, if used, shall be approved for potable water well applications and shall be installed in accordance with manufacturer instructions.

Materials shall be suitable for exterior exposure, freeze/thaw conditions, lawn maintenance exposure, and continued service in the Guilford, Connecticut environment.

5. Site Conditions and Existing Photo Documentation The attached photos show existing well head conditions within Coast Guard housing lawn areas, including low-profile sanitary caps, vegetation/overgrowth, nearby landscape/retaining blocks, and sloped grades. The contractor shall use the photos for general awareness only and shall verify all conditions in the field before performing work.

Existing well heads are located in maintained grass areas and shall remain protected from damage by vehicles, mowers, tools, or equipment.

Grass and vegetation around the well heads shall be trimmed back sufficiently to complete the work and provide a clean final condition.

Where block edging or landscape/retaining material is present, the contractor shall not disturb or remove material unless required for the work and approved by the POC.

Final finished grade shall promote positive drainage away from each well head and shall not bury, obstruct, or conceal the cap or casing.

6. Unit/Site Occupancy, Access, and Coordination The work is located on U.S. Coast Guard housing property. Work shall not commence until access has been coordinated and authorized by the POC.

The POC will coordinate directly with the contractor regarding access, scheduling, and the authorized work window.
