About this file
This is a Sole Source (Including Brand Name) Justification document for a federal contract opportunity with the Air Force Test Center (AFTC). The acquisition involves purchasing BOSS software upgrades and add-ons from Tactical Communications Group (TCG) for tactical data link testing, with a total of 18 software and interface components being procured, including ADS-B Upgrade, GPS Software, J16.0 Imagery, DIS Interface, Multi MIDS Host Server, Variable Message Format, JREAP Appendix A, and SIMPLE Interface.
The contract is a firm fixed-price purchase order anticipated to be awarded sole source under FAR 6.302-1, with a funding level between $SAT and $750K. The software is specifically used for testing J-series messages associated with Link 16 and JREAP protocols, and is currently deployed in over 200 systems worldwide. The government determined TCG is the only source capable of providing these software enhancements, as they hold proprietary rights and are used by prime contractors like Boeing, Lockheed, and Northrop for integration testing. The response deadline is 5:00 p.m. Pacific Standard Time on 13 June 2025, with submissions to be sent via email to specified AFTC contracting personnel.
