About this file
This document is a Justification and Approval (J&A) for a Single Source Award by the U.S. International Trade Commission (USITC). The procurement seeks services from Dr. Mario Larch to develop a modeling estimation procedure in Python, specifically to expand on a previously created Python module (HDFE). The requirement is essential for the Commission's statutory obligations under 19 U.S.C. 1332(g), enabling estimation of trade agreements and foreign trade barriers in statutory investigations and trade policy support. The Office of Economics conducted market research and determined that Dr. Larch, as the original module developer, is uniquely qualified for this work, with no other researchers found to have comparable expertise aligned with the Commission's specific needs. The requisition number is 6400-OOEC-25-0010, with an estimated total value of $0.00, and the document is dated May 9, 2025, with certifications from Ravinder Ubee (Requiring Officer) and Sumit Rana (Contracting Officer).
