PERFORMANCE WORK STATEMENT

FOR

CATHOLIC RELIGIOUS EDUCATION COORDINATOR

1. SECTION 1. DESCRIPTION OF SERVICES

1.1. Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to function as Catholic Religious Education (RE) Coordinator at the Dyess Chapel. Dyess Air Force Base, Texas. The Catholic Religious Education Coordinator will work with catholic Priest to support Catholic activities for the Dyess Chapel. All work by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practice.

1.2 PERFORMANCE REQUIREMENTS: Contractor shall meet the following qualifications as part of this requirement.

1.2.1 Be at least 18 years old.

1.2.2. Have a High School diploma or equivalent.

1.2.3. Have a minimum of two years of experience leading Religious Education in a church environment.

1.2.4. Be positive, spiritually sensitive, and able to work with other people including but not limited to staff members, volunteers, and congregational members.

1.2.5 Be able to communicate clearly both orally and in writing in English.

1.26. Be skilled at resolving interpersonal conflicts and promote constructive working relations.

1.2.7. Undergo a government federal background investigation at government expense in accordance with DOD regulations.

1.3 PERFORMANCE WORK STATEMENT: Contractor shall meet the following duties as part of this requirement.

1.3.1 The contractor shall be a certified catechist (knowledge of the Catholic faith) of the San Angelo Diocese (or another diocese) or have at least 3-5 years teaching experience in Catholic Religious Education or at least two years of experience as a Religious Education Coordinator.

1.3.2. The contractor shall be able to work within the pluralistic environment of the Air

Force.

1.3.3. The contractor shall be able to maintain professional relationships with teachers, assistants, students, staff, and any other professional organizations.

1.3.4. The contractor shall possess computer skills with a working knowledge of Microsoft Word, Excel, Microsoft Outlook, and PowerPoint.

1.3.5 The contractor shall undergo a government background investigation (at government expense) in accordance with Department of Defense Instruction 1402.5.

1.3.6 The contractor shall undergo a successful background criminal history check at local (base), state, and national levels, including an Installation Records Check (IRC), a State Criminal History Repository (SCHR), and a National Agency Check and Inquiries (NACI). Contractors may be hired pending successful completion of background checks at all levels.

1.3.7 The contractor shall meet with the Catholic Priest, as the resource person, advisor, and budgeter of the Catholic Religious Education program.

1.3.8 The contractor shall meet weekly with the Catholic Priest to review overall programs and goals for preschool, elementary, junior high and adult religious education. (Adult RE may be led by the Priest; that guidance will be made by the current Priest overseeing the programs).

1.3.9 Attendance is required at monthly Catholic Parish Advisory Council meetings. The contractor shall maintain the Office Hours as identified in paragraph 3.1 of this Performance Work Statement (PWS). Or can be subject to change as needed. The contractor shall work approximately 13 hours per week. Coordinate with the Catholic Priest in regard to flexibility with work hours to allow attendance of meetings and/or events ensuring the 13 hours per week is not exceeded.

1.3.10 The contractor shall organize and schedule the bible study program and youth ministry (with the guidance/advisement of the Priest).

1.3.11The contractor shall implement parish Sacramental programs under guidance of the Catholic Priest, including date of reception, times, length of classes, and parent-teacher sessions. Also, the contractor is responsible for parent classes.

1.3.12 The contractor shall make a calendar of Religious Education (RE) activities, schedules and inform the parish coordinator of needed publicized events or programs.

1.3.13 The contractor shall serve as a member of the Chapel Corps Financial Working

Group (CCFWG), to present the Religious Education program plan (annual budget and calendar of events). The CCFWG meets annually and semi-annually to review the status of the budget.

1.3.14 The contractor shall serve as a member of the Chapel Financial Working Group

(CFWG), to present the faith group program plan (annual budget and calendar of events). The CFWG meets annually and semi-annually to review the status of the budget.

1.3.15 The contractor shall conduct regular meetings for consultation, support, and training of teachers and assistants at all levels. They shall submit an agenda to the Catholic Priest prior to meetings for approval.

1.3.16 If resources are available, the contractor shall coordinate, plan, organize, staff, and implement the annual summer vacation chapel school program with the guidance of the Wing Chaplain and/or Catholic Priest (the option is available to provide a similar program instead if resources are limited). The contractor shall also coordinate with the Protestant RE Coordinator/RE Chaplain, if an ecumenical program is planned for the calendar year.

1.3.17 Recruit volunteers and make necessary resources such as videos, CDs, etc.

1.3.18 Implement registration policies and procedures as directed by the Catholic Priest.

1.3.19 Make assignments of teachers and assistants as well as students to classes and room numbers.

1.3.20 Coordinate the use of facilities; sanctuary, classrooms, and annex, by completing the proper forms.

1.3.21 Organize special activities between teachers and assistants and classes, i.e. All

Saints celebrations, Christmas, Easter events.

1.3.22 The contractor is responsible for maintaining weekly statistical records of attendance for students, teachers, and assistants and for turning in information to the Catholic Priest on a weekly basis.

1.3.23 The contractor is responsible for opening and securing all educational areas as well as materials and equipment.

1.3.24 With guidance from the Catholic Priest, order necessary textbooks and supplies for teachers and students used for programming.

1.3.25 Distribute to teaching staff information regarding supplementary, audio-visual and multimedia equipment.

1.3.26 Assign specific duties to teaching staff as directed by the Catholic Priest.

1.3.27 Make recommendations to the Catholic Priest for teachers to obtain catechist information and certification through local diocese.

1.3.28 Encourage teachers to continue their faith growth and development of teaching skills by attending workshops and adult education courses on parish and/or diocese levels.

1.3.29 Monitor the instructional program in order to assure that basic principles are being taught according to current catechetical guidelines.

1.3.30 Submit bulletin announcements to the Catholic Pastoral Activities Coordinator by

Wednesday of the week prior to desired publication, (i.e. Bulletins are printed on Wed. prior to that Sunday, bulletin announcements must be completed 11 days prior to the intended Sunday's bulletin).

1.2.25 Coordinate and attend all meetings for teachers and assistants, and pastoral council.

1.3.31 Attend diocesan meetings, in-service training, and special functions for religious education and enrichment and brief the Catholic Priest.

1.3.32 The contractor shall read and apply Air Force Policy Directive 52-1, Air Force

Instructions 52-101, 102 & 102 Vol. II, 104, 105 Vol. I, II, III, IV, and local Operating Instructions (OI) instituted by 7th Bomb Wing, Chaplain Corps (7th

BW/HC).

1.3.33 Arrange for a fully qualified substitute to provide the required services in the absence of the coordinator. The Catholic Priest in coordination with the Contract Officer Representative (COR) must approve absences and substitutes in advance.

1.4 COMPLIANCE AND STANDARDS:

1.4.1. The contractor will comply with all requirements set forth in applicable Air Force Instructions, regulations, and policies (including locally established policies). This will be provided in writing before the contractor start of work.

1.4.2. While on the military installation, the contractor shall be subject to monitoring and inspection but under no circumstances shall such a person be deemed to be employees or agents of the government.

1.4.3. The contractor will submit monthly invoices using the Wide Area Workflow online system.

1.4.4. The performance monitor for this contract is the COR in coordination with the Catholic Priest (Wing Chaplain in the absence of the Catholic Priest) who will:

1.4.5. Provide items deemed necessary to perform services described in this PWS.

1.4.6. Monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and will be given an opportunity to correct, if possible, non-conforming work. The contractor will be given the opportunity to respond in writing to any notice of noncompliance.

1.5 DISPUTE CLAUSE:

1.5.1. Any grievance by the Contractor shall be resolved at the lowest level. The Chain of Command is as follows: Contract Office Representative and then the Contract Officer. If this does not resolve the problem, the Contractor should contact the base Contracting Officer.

1.6 SAFETY

1.6.1. The Contractor shall comply with all applicable OSHA and AFOSH standards

1.6.2. The Contractor shall not bring any hazardous materials onto Dyess AFB or use hazardous materials in any Dyess Facility.

1.6.3. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned or privately-owned vehicles while on Dyess Air Force Base.

1.6.4. The government is authorized to restrict the employment under the contract of any

Contractor employee or prospective Contractor employees, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

1.7 PERFORMANCE EVALUATION: Performance of service shall be evaluated to determine whether it meets the performance requirement of this contract. Re-performance or unacceptable services at no additional cost is preferred course of action when appropriate. In the case of issued Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to inspection of services clause in the contract, i.e., FAR 52.246-4, 52.246-5, or 52.212-4(a)

Provide worship leadership and musical accompaniment during weekly worship services for the congregation. In the Contractor’s absence, the Contractor will arrange for an equally qualified substitute to be present to provide services according to this performance work statement.

Substitute must be approved through the Senior Ranking Protestant Chaplain.

There will be no paid sick leave or paid ordinary leave. Except for emergencies, the Chaplain must be notified NLT one week prior to the next service.

1.3.1 Being absent (Contractor or designated substitute) from more than one worship service is unacceptable.

Work with sponsoring service Chaplain in selecting, preparing, and performing music from appropriate church sources that relates to the theme established by Scripture reading and/or religious season.

Disregarding more than two times the expectations of the service Chaplain regarding musical styles/themes, as discussed at least one week prior to services, is unacceptable.

Prepare worship slides with song lyrics to facilitate congregational singing as needed.

1.3.1.2 Being unprepared with worship slides more than three times is unacceptable.

Have music and necessary equipment ready NLT 15 minutes prior to the start of services and rehearsals.

Being unprepared more than three times with music or equipment within the designated timeframe is unacceptable.

Wear attire appropriate for family worship during worship services and act in a professional manner while performing this contract.

1.3.1.4 Wearing inappropriate attire more than once is unacceptable.

Remain present for the entire timeframe of any contracted rehearsal, performance, or worship service.

1.3.1.5

Being absent (Contractor or designated substitute) for any portion (i.e., arriving late or leaving early) more than three times during any given quarter is unacceptable.

Ensure that all equipment and/or furnishings are turned off and/or returned to their proper place following services.

1.3.1.6 Failing to return the facility to its proper state more than three times is unacceptable.

Recruit, train, and maintain a volunteer base for the Protestant worship team.

1.3.2 Failing to involve volunteers in four or more worship services is unacceptable.

Adhere to Chapel policy and Air Force regulations regarding Chapel Tithes and Offering Funds (CTOF), Appropriated Funds, and facility scheduling for rehearsals in support of music programs.

1.3.3

Unintentionally failing to adhere to Chapel policy or Air Force regulations more than once is unacceptable.

Intentional infractions are unacceptable.

Coordinate all support requirements with the Service Chaplain or a designated representative.

1.3.4 Failing to communicate/coordinate specific support requirements more than four times is unacceptable.

2. SECTION 2. GENERAL INFORMATION

3.1. Hours of Operation. The Contractor shall perform the services required under this contract during the hours listed below unless otherwise noted (subject to change, based on worship schedules).

The Contractor will also be available to perform services on identified celebrated days of worship. Each additional service will count as one (1) unit.

3.2. Federal Holidays. The following federal holidays are observed at Dyess AFB. If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on Sunday, the following Monday will be observed. The Contractor shall be required to provide services on some holidays in conjunction with religious observances.

3.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

3.4. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes. The Contractor shall comply with all requirements and procedures IAW FAR 5352.242-9000, Contractor Access to Air Force Installations.
