About this file

This is a budget worksheet template for the U.S. Embassy Jerusalem Public Diplomacy Annual Program Statement cooperative agreement opportunity. The template provides instructions and examples for developing a comprehensive budget narrative across ten cost categories: Personnel, Fringe Benefits, Travel, Equipment, Supplies, Contractual, Construction (not allowable), Other Direct Costs, Total Direct Costs, and Indirect Costs. The sample budget demonstrates a total project cost of $140,372.93, comprised of $123,404.77 in direct costs and $16,968.16 in indirect costs calculated at a 13.75% Negotiated Indirect Cost Rate (NICRA). Personnel costs of $62,765.00 represent the largest direct cost category, followed by travel expenses of $30,100.00 for international transportation and lodging in Amman, Jordan for 20 participants. The template requires detailed justification narratives for each budget line item, specification of cost allocation methodologies, identification of non-federal cost-share amounts, and alignment with SF-424a federal reporting requirements.

The template emphasizes that all blue text guidance must be deleted before submission and that "Not Applicable" responses are generally unacceptable without sufficient explanation. The budget worksheet is structured to feed directly into Section B of the SF-424a form, with specific line references provided for each cost category. Organizations without a NICRA may claim indirect costs at the 15% de minimis rate applied to modified total direct costs. The template includes detailed line-item examples for common expenses such as consultant services, local and international travel, office supplies, conference room rentals, and telecommunications to guide applicants in developing realistic and well-documented budgets for cooperative agreements ranging from $25,000 to $250,000 with project durations up to 12 months.
