About this file
This document is a Justification and Approval (J&A) for a Single Source Award from the U.S. International Trade Commission (USITC). The procurement is for services to update the Commission's international tariff database originally developed under PO 34300021P0028, with Mario Larch as the sole source vendor. The justification highlights that Dr. Larch was a key member of the original database development team and possesses unique foundational knowledge about its complex methodology and estimation procedures.
The document emphasizes that awarding the requirement to another vendor would require additional time and inefficiencies in learning the database's intricacies. The update is critical for the Commission to produce quantitative analysis and comply with statutory obligations under 19 U.S.C. 1332(g), specifically analyzing trade agreements and foreign trade barriers. The requisition number is 6400-OOEC-25-0009, with an estimated total value of $0.00, and the document was signed by Ravinder Ubee (Requiring Officer) on May 13, 2025, and Sumit Rana (Contracting Officer) is planned to be posted on www.sam.gov.
