SIMPLIFIED ACQUISITION SOLE SOURCE
JUSTIFICATION
FOR ACQUISITIONS UNDER $250K
Activity: The Department of Health and Human Services, IHS, proposes to enter into a contract on a basis of other than full and open competition for the following acquisition as implemented by FAR Subpart 13.106.
1. Requisition#: IHS1406930
2. Description of Supplies or Services: Annual membership fees & Network Access Fees for IHS’ admission to the DirectTrust trust framework. This framework includes a large consortium of over 150 Health IT and Health care providers throughout the US.
3. Total Estimated Value of Procurement: $125,000.00
4. Recommended Sources: DirectTrust Membership
5. Reason for Sole Source/Limited Sources/Expedited Processing:

[ ] Standardization Program supported by Agency Head Determination and Findings (D&F). [ ] Unusual and Compelling Urgency (limited sources) [ ] Authorized or required by statute
6. Briefly Explain: DirectTrust is a collaborative non-profit association of 124 health IT and health care provider organizations to support secure, interoperable health information exchange via the Direct message protocols. DirectTrust has created a “trust framework” that extends use of Direct exchange to over 94,000 health care organizations and 1,428,032 Direct addresses/accounts. This trust framework supports both provider-to-provider Direct exchange and bi-directional exchange between consumers/patients and their providers.
DirectTrust is the entity that manages the private “trust framework” there is no other entities in existence that provides this or is certified to meet the appropriate CMS measures at this time.
7. Impact to the Government if not awarded in accordance with the above: IHS facilities will be unable to meet the transition of care measure as required for meaningful use attestation. Facilities unable to do will receive financial penalties from CMS.
