About this file
This is a Request for Proposals (RFP) for subsistence items to be delivered to Federal Prison Camp (FPC) Alderson in West Virginia for Fiscal Year 2026, Quarter 3. The solicitation number is 15B10126Q000000011.
Vendors must submit quotes in PDF format to Ashley Tabor, Procurement and Property Specialist, at atabor@bop.gov by 8:00 AM Eastern Daylight Time on February 20, 2026. Quotes must remain valid for 30 calendar days from the closing date. All products must be delivered within 30 days of receipt of order between 7:00 AM and 2:00 PM EST, with delivery schedules pre-arranged with the receiving warehouse. Federal holiday deliveries are not accepted. Delivery failures or non-conformance with contract specifications will negatively affect the contractor's past performance record and may result in the vendor being found non-responsible for future requirements.
The RFP covers extensive food service requirements including dry goods (beans, rice, pasta, flour, non-fat dry milk), canned vegetables and fruits, condiments and dressings, spices, soup bases, meats (beef, chicken, fish, pork, turkey), cheese, eggs, and miscellaneous food service items. Specific delivery requirements mandate palletized shipments with strict temperature controls: non-frozen perishables at 34°F-41°F, canned goods above 34°F, and frozen foods at 0°F or below with no evidence of thawing. All items must meet federal food safety standards, include proper labeling with ingredient statements, and comply with allergen labeling requirements under the Food, Drug, and Cosmetic Act. The receiving facility will conduct close inspection and may conditionally accept items for up to three days of testing. Non-compliant products must be picked up at vendor expense within two weeks or will be disposed of by warehouse staff at no cost to the government. No specification substitutions are permitted.
