2. Description of supplies or Services Required to Meet Agency:

215 hours of advisory services from Robert Feenstra.

3. Justification for Limited Competition:

The Commission has recently been focused on estimating the regional impacts of trade policy. The topic is a narrow field and Professor Robert Feenstra at UC Davis is highly regarded as an expert and he is at the forefront of research in international trade.

He directed the International Trade and Investment Program of National Bureau of Economic Research for 25 years, and served as editors of the "Journal of International Economics" and "American Economic Review." His work is used as the basis for training much of the staff in the Office of Economics.

5. Requiring Officer's Certification:

I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.

4. Description of Market Research Conducted and Results:

The Office of Economics is aware of other members of the academic community who have published papers on the regional impacts of trade policy. Robert Feenstra is uniquely qualified in this area because he developed the methodology of estimating accurate elasticities using a non-homothetic gravity equation system, and then creatively applying the elasticity estimates to study the welfare impact of changing trade polices at U.S. regional level, which has rarely been studied.
