About this file

This document is a Source Justification for C24-021 TT2 Temperature Simulators. The Department of the Air Force Oklahoma City Air Logistics Complex (AFMC) requires inlet total temperature (TT2) Simulators to test the F100 Main Fuel Controls, which is critical to flight safety. Honeywell International, Inc. is the original equipment manufacturer (OEM) and the sole source vendor identified as able to satisfy the government's requirement. Market research confirmed that Honeywell is the only source that can provide the required TT2 Simulator equipment. The government will continue to monitor the market to identify potential alternate vendors. The related federal contract opportunity is for the purchase of two (2) Electronic Temperature Simulator Fixtures under Solicitation Number FA812524Q0088.

DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

(AFMC) TINKER AIR FORCE BASE OKLAHOMA

26 April 2024

TO: AFSC/PZIMA

FROM: OC-ALC/OBCA for 76 CMXG

SUBJECT: Source Justification for C24-021 TT2 Temperature Simulators

1. The Government uses the inlet total temperature (TT2) Simulator to simulate engine temperatures during testing of the F100 Main Fuel Controls. The testing of these Main Fuel Controls is performed for conditional, diagnostics, and acceptance conditions that are critical to flight safety.

2. The TT2 Simulator is specified for use by Technical Order (TO) - 6J3-4-118-3 and is currently in use. It was uniquely designed and built by Honeywell to test the Main Fuel Control. The TT2 Simulator part number is found in Operations and Maintenance Instruction 1TL32-6714-1 Rev 1.6 on page 104.

3. HONEYWELL is the OEM for this equipment. The proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

Honeywell International, Inc.

Adress: 3520 Westmoor St., Plant 26 South Bend, IN 46628 POC: Madeline Melendez Email: aerogseorders@honeywell.com Cage Code: 06848 Type of Business: Large

4. Fourth Paragraph: Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (336412) and a PSC Code of (2915) researching companies that could provide Electronic Temperature Simulator Fixture.

The vendor search revealed that the OEM was the only source that confirmed they could provide 76 CMXG’s the equipment. The attached “Sole Source OEM Survey” was emailed to the Honeywell International Program Manager addressing the availability if data rights, authorized dealers, and technicians; as well as the possibility of selling these data rights to the government or industry.

Those responses are recorded on page three of this memorandum.

5. The Government will continue to monitor the market and conduct market research to find vendors that are equivalent to and are compatible with existing equipment. The vendors referenced on the next page are vendors that provide similar services and may at some point be able to enter the market with supportability capabilities to the existing system.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
