About this file

This document is a Single Source Justification (Simplified Acquisition) for the acquisition of ITW GSE ground power supply products. The solicitation, number FA930224Q0101, is a Brand Name acquisition using Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 336413 "Other Aircraft Parts and Auxiliary Equipment Manufacturing" with a size standard of 1,250 employees. The period of performance is 180 days after order. The evaluation criteria is Lowest Price Technically Acceptable (LPTA), with the only technical acceptability factor being the ability to provide the ITW GSE products. Offers are due by 20 September 2024 at 11:00 AM Pacific Time and must be submitted via email. The Government intends to award without discussions but reserves the right to conduct them if necessary. Section C: Justification for Soliciting from a Single Source or Brand Name

This brand name requirement will process IAW FAR 13.106-1(b)(1)(ii); (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold; (ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.

The ( has a requirement for a Ground Power Unit capable of producing up to 600Amps of 28VDC with an adjustable output voltage of 28VDC +/- 20%. ITW GSE manufactures Ground Power Units capable of supporting aircraft Start-Up Operations. The did extensive research and the only cart they could find that had an adjustable Power Source up to 33.0 VDC was manufactured by ITW GSE. Our aircraft power system requires us to have adjustable input voltages depending upon the Instrumentation section being supported. Having a cart capable of voltage adjustments gives us the flexibility needed to work on the various pieces of our data system along with having adequate power to support battery charging when needed. Current design constraints require a power cart capable of having adjustable output from 28VDC to 33 VDC depending upon the section of the Instrumentation system being worked on the aircraft. Maintaining a reasonably small size along with electrical performance characteristics makes this unit ideal for Hanger and/or Flightline operations at Edwards AFB. This unit is mounted on a tow-able trailer that will raise the power supply and cables 18 inches off the ground for safety requirements in the hanger. The primary contractor ( has reviewed this Power Source and believes it to be a good source to meet existing design, and functional requirements.

If other manufactured power carts are used, it could require a number of the following: (1) Rework of various Electrical/ Mechanical designs would need to be accomplished by the Primary Contractor to include rebuilding the electrical power circuits; (2) Rework of sensor wiring that has already been installed may also need to take place; (3) Additional cost to procure alternate interface/connector types, along with terminations of wiring; (4) High Potential to further impact an already challenging schedule, would end up costing the government in program delays and aircraft deliveries.

Section D: Efforts to Obtain Competition

Market research efforts were performed by browsing through GSA, Internet websites and federal supply schedules. There is currently no alternate part number or suitable sub that can be used in place of the Power Unit offered by ITW GSE that can meet the size/function and voltage adjustability of the unit selected. A combined synopsis/solicitation will be posted on SAM.gov to attempt competition among distributors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Engineers will continually perform market research; will attend various symposium; i.e, International Telemetry Conference (ITC), International Test and Evaluation Association (ITEA), and meet with other engineering communities in other agencies. Due to
