About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Grosse Pointe Public School System (GPPSS) located in Michigan for Civil and Paving Contractor Services. The Addendum provides clarifications on several questions related to the scope of work, including requirements for undercut, cut and patch areas, and a structural ceiling item. The contract opportunity is located in Wayne County, Michigan.
The RFP requests proposals for civil and paving contractor services for the GPPSS 2021 Sinking Fund Program. The work includes specific requirements at South High School and Mason Elementary School. Bidders are advised that the geotechnical report indicates areas that may require undercut, which should be included in their bids. The cut and patch areas at South High School are to be assumed as 4" HMA remove and replace. The scope at Mason Elementary includes a structural ceiling for a 20'x40' underground fuel room, which requires further investigation and architectural/structural design.

QUESTIONS AND CLARIFICATIONS
1. All schools have an undercut estimated quantity on the plans. Is this something that needs to be included in the bid?
Yes, the geotechnical report stated there will be areas where aggregate base is to remain that could require undercutting to successfully proof roll prior to paving. PEA
Group estimated 30%, for budgeting purposes.
2. At South HS, should the cut and patch areas be assumed as 4” HMA remove and replace?
Yes, Pavement core B-04 indicates only 3” is present over an 8” aggregate base. We agree that the top 1” aggregate base layer should be skimmed off and hauled away to accommodate the full pavement section. This work should be included in the cut and patch price.
3. At Mason Elem, there is an item for Basement Structural Ceiling. What’s expected off this item?
It is our understanding that there is 20’x40’ Fuel Room underground that connects to the school’s basement. The room is still accessible from the school; however, the school has a natural gas service that replaced the need for the fuel room. Reference plans show the room was constructed with 14” wide concrete walls on shallow 10” thick, 2’-wide spread footings. The room is believed to be 18’ tall. The interior of the room is supported in thirds by (2) 18”x24” elevated concrete beams at the top. School staff believes there are steel plate(s) over the entire room beneath the parking lot. It is unknown if there is aggregate base between the steel plate and the existing asphalt pavement at the surface. This scope is still under investigation and will require an architectural/structural consultant to develop a concrete ceiling. Depending on the final ceiling thickness, asphalt pavement above it may not be required to support parking over it.
