About this file

This is a Market Survey Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support in Columbus, Ohio, dated August 10, 2026, to gather market research information from potential suppliers regarding a proposed Indefinite Delivery Contract (IDC).

The survey concerns a single item: Gate Valve, NSN 4820-01-550-2949, with part number 803-2177917-08AAF, specified per Basic Drawing NR 80064 (Revision M, dated 04/18/2018) and Reference Drawing NR 80064 (Revision M, dated 10/22/2019). DLA is considering establishing an IDC as a means to reduce procurement time and expenses for recurring demands through pre-negotiated terms and issuance of delivery orders. The standard contract structure includes a three-year base period with options for up to four additional option years. The questionnaire requests responses within 7 business days and explicitly states this is not a request for quote or proposal. Respondents must provide company information (name, CAGE code, contact details) and answer questions across seven sections: company status and size, commercial distribution networks, commercial item determination, cost/pricing data requirements, IDC interest and term preferences, delivery capabilities, and pricing considerations. The survey seeks to understand supplier capacity, willingness to accept standard IDC terms, maximum/minimum delivery quantities, lead times, and whether guaranteed minimum amounts or quantity discounts would affect pricing. Responses should include documentation such as commercial sales history, drawings, and product data to support commerciality determinations and price reasonableness evaluations. Contact information for questions is provided via Contract Specialist David Hartrum at (614) 693-9938 or david.hartrum@dla.mil.

MARKET SURVEY QUESTIONNAIRE

DATE: 8/10/2026

REPLY TO: DLA Weapons Support (Columbus) (614) 693-9938 / david.hartrum@dla.mil

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support (Columbus) is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.

The following item(s) are being considered for possible solicitation:
