About this file

This is a Market Survey Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support division to conduct market research for a potential Indefinite Delivery Contract (IDC).

The questionnaire targets suppliers of a Sensor Assembly (NSN 6665-01-415-4957, P/N N-26105), currently approved from MSA Safety Sales, LLC (CAGE 8B9P7). DLA seeks to establish an IDC as a mechanism for streamlining future purchases of this item through delivery orders rather than individual solicitations. The standard contract structure would include a three-year base period with potential option periods of one to four years. Respondents must provide information regarding their company status (manufacturer or distributor), size classification, commercial distribution networks, and the commercial nature of the item. Key commercial determination questions address whether the exact item is sold to non-governmental customers in identical form, whether similar commercial equivalents exist in the marketplace, availability of published catalogs or price listings, and capability to provide complete drawings and commercial sales history for government cost estimation. Respondents must indicate interest in pursuing the IDC, willingness to meet the three-year base period, number of acceptable option years, and delivery capabilities including maximum quantities, minimum order quantities, and best delivery timeframes. The questionnaire also requests information on guaranteed minimum percentages and quantity/price breaks. Completed responses must be returned within seven business days to David Hartrum, Contract Specialist, at david.hartrum@dla.mil or (614) 693-9938.

MARKET SURVEY QUESTIONNAIRE

DATE: 8/4/2026

REPLY TO: DLA Weapons Support (Columbus) (614) 693-9938 / david.hartrum@dla.mil

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support (Columbus) is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.

The following item(s) are being considered for possible solicitation:
