About this file
This is a Brand Name Justification document issued by the Department of the Navy's Director of Strategic Systems Programs for a limited source procurement.
The Strategic Weapons Facility Pacific (SWFPAC) located at Naval Base Kitsap–Bangor, Washington seeks to procure Motorola Solutions accessories that are fully compatible with its existing radio system deployed across the facility. The accessories will replace end-of-life products currently in use and must integrate seamlessly with the current configuration to ensure reliable, uninterrupted communication for security personnel supporting SWFPAC Security and Emergency Management operations. The estimated total dollar value is redacted. The justification cites FAR 13.106-1(b)(1)(i) and FAR 8.405-6(b) as the authority for this brand-name procurement. Market research determined that Motorola Solutions is the Original Equipment Manufacturer whose accessories are the only products that meet SWFPAC's minimum interoperability and performance requirements, including proper fit, power regulation, firmware compatibility, and secure communication functionality. While third-party accessories exist, they are not authorized, certified, or technically compatible with the Motorola Solutions radio system and pose risks of reduced performance, shortened equipment life, and potential failure of mission-critical communication capabilities. Multiple authorized Motorola Solutions distributors are commercially available to ensure adequate competition among resellers. The requirement will be posted to GSA to allow potential sources to submit quotations. All quotations will be evaluated for fair and reasonable pricing in accordance with FAR 13.106-2. The justification was certified on 23 March 2026 and approved by the Contracting Officer on 24 March 2026.

3. Description of Supplies/Services and Estimated Value
SWFPAC requires the procurement of Motorola Solutions accessories that are fully compatible with the existing radio system deployed across the SWFPAC area of responsibility. 4. Statutory Ordering Authority and Limited Source Justification
The justification authority for this limited source action is 13.106-1(b)(1)(i) and FAR 8.405-6(b) (Brand Name).
5. Rationale Supporting Use of Cited Statutory Authority
Market research has determined that Motorola Solutions is the Original Equipment Manufacturer (OEM) whose accessories are fully compatible with SWFPAC’s existing radio system. The radios currently deployed across SWFPAC Security and Emergency Management operations require OEM-produced accessories to ensure proper fit, power regulation, firmware compatibility, and secure communication functionality. Third-party accessories are not certified for use with the system and pose risks including reduced performance, shortened equipment life, and potential failure of mission-critical communication capabilities. Because only Motorola-manufactured accessories meet the Government’s minimum interoperability and performance requirements, a brand-name procurement is necessary.
6. Market Research Conducted
CUI
In summary, market research included review of commercial distributors, alternative accessory manufacturers, and available contract vehicles. Research confirmed that while third-party accessories exist, they are not authorized, certified, or technically compatible with the Motorola Solutions radio system equipment currently used by SWFPAC. Only Motorola Solutions manufactures accessories that meet the required specifications for secure communication, power compatibility, and system interoperability. Multiple authorized Motorola Solutions authorized distributors are commercially available, ensuring adequate competition among resellers for the required brand-name items.
7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable
In addition to the market research described in Section 6 above, this requirement will be posted to GSA allowing for as many potential sources as practicable to review the requirement and submit a quote or offer.
8. Fair and Reasonable Determination
All quotations or offers will be evaluated in accordance with FAR 13.106-2 and award will not be made unless the Contracting Officer can find the price fair and reasonable.
9. Actions to Remove or Overcome Barriers to Competition
Based upon the aforementioned facts and details identified in Paragraphs 5 and 6 above, the Government does not foresee a feasible alternative to the selected brand.
SWFPAC will continue to monitor the marketplace for viable, cost-effective options to meet this requirement.
