The total estimated contract value is undisclosed. The contract will be awarded under the authority of FAR 13.106-1(b)(1)(i) for a single reasonably available source. Single Source Justification (Simplified Acquisition)
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFTC/PZZF
Project/Program Name: Parrot Peak and Black Mountain Battery Replacement
Purchase Request / Local ID Number: - - /
Estimated Contract Cost (including Options): $
Removal of old batteries and installation and cabling of new batteries at Black Mountain and Parrot Peak (disposal/ delivery is needed) to support the microwave/RF ink from 5780 to Parrot Peak to Black Mountain (North DATS).
Mission Patners, and contacted the vendor, Stryten Energy, in May of 2024. coordinated the effort with Stryten Energy and stated that all the necessary work will be completed. A market research quote was provided for the entire service (removal, installation, cabling and disposal) of a new 48VDC 200Ah system and utilizes the same 2-volt cell/ bank configuration as the legacy. Stryten Energy is able to meet the following requirements for this acquisition: manufacture/ build/acquire batteries, deliver the batteries to the installer for prep prior to installation, complete the work during normal working hours (0700-1730), be escorted to each of the sites by both and personnel. Stryten Energy, LLC's experience working with EAFB for the last 4 years demonstrates the reliability of this vendor. Stryten Energy is aware of expectations and what is required to complete the job at Black Mountain and Parrot Peak.
Market research does show additional entities and companies (like Inventus Power and Ultralife Corporation). However, the identified entities/companies have not worked on remote sites and they do not have the necessary 2-volt cell/bank configuration that is currently present at Black Mountain and Parrot Peak. We are not aware of any other entities that can meet the requirements.
Members of and will continue to perform market research for other suppliers that could complete future battery installations/removals/disposal at EAFB and our remote sites.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
