About this file

This document is a Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items for a contract opportunity to purchase SyncServer S650 devices and associated equipment from Microchip Technology Inc.

The Air Force Test Center (AFTC) Contracting Directorate intends to issue a sole source, firm-fixed price contract to Microchip Technology Inc. for 6 each of the following items: SyncServer S650 Base Config, Single Power Supply, SyncServer Timing I/O Module, and Flex Timing Option for Timing I/O Module. The justification states that Microchip is the only approved vendor capable of providing the SyncServer S650 devices configured to the required specifications for the legacy systems in place. Market research efforts did not identify any other potential sources. The contracting officer will determine the proposed pricing is fair and reasonable. The government plans to post a synopsis on SAM.gov for 10 days to identify any additional qualified sources. Responses are requested by August 28, 2024.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer will verify the cost is fair and reasonable by comparing the proposed prices to historical prices paid, comparing to market research quotes and comparing prices with similar products on GSA that have been determined to be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

We contacted sales reps and performed Internet searches. The Internet searches did not yield any results, the sales reps either did not provide direct responses to provide support for the custom Sync Server. Microchip is the sole vendor and maintainer of these Sync Servers. PZZF will post a SOCA for no more than 10 days on SAM.gov to locate any potential vendors capable of providing the products in the future.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The SyncServer S650s are required to be configured to specific parameters. Microchip Technology is the only DISA approved vendor capable of providing the configured products.

X. List of any sources that expressed, in writing, an interest in the acquisition.

The Microchip representative on GSA was contacted to see if they could provide the SyncServers with the required configuration needed for the legacy system in place. The representative was unable to provide the configured products and made the referral to the government Microchip representative who is able to provide the configured products.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Engineers will continually perform market research; will attend various symposium; i.e, International Telemetry Conference (ITC), International Test and Evaluation Association (ITEA), and meet with other engineering communities in other agencies.
