About this file
This is a Request for Quote (RFQ) for repair services of circuit card assemblies and audio frequency amplifiers for Foreign Military Sales (FMS).
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Mechanicsburg is soliciting quotes for the repair of ten line items across five FMS requisitions, including circuit card assemblies (NSN 5998015611978, part number 7485694) and an audio frequency amplifier (NSN 5996014303671, part number 7102582). The contractor must be an authorized repair source and provide firm-fixed-price (FFP), not-to-exceed (NTE), or estimated (EST) pricing for complete repair work, not test and evaluation only. Quote submission deadline is 25 September 2026 at 4:30 PM local time, directed to Darian Holley at darian.m.holley.civ@us.navy.mil. Quotes must remain valid for a minimum of 90 days and include repair unit pricing, total pricing, repair turnaround time (RTAT) in days, capacity constraints if applicable, price reduction amounts for missed RTATs (per unit per month late, up to a maximum), CAGE codes, inspection locations, and basis of pricing. The contractor must adhere to MIL-STD packaging standards, Government source inspection, and FOB Source delivery terms. A Repair Turnaround Time with an induction expiration date of 365 days after contract award applies, with reconciliation price reductions assessed for contractor delay. The contract will be issued bilaterally, requiring written contractor acceptance prior to execution. All assets must obtain final Government inspection and acceptance within established RTATs, and Commercial Asset Visibility (CAV) system reporting is required within five business days of receipt.

Section A - Solicitation/Contract Form
CIRCUIT CARD ASSEMBLY_FMS REPAIR (Combination PR)
A. Electronic submission of any quotes, representations, and any necessary certifications shall be accomplished via an email directed to DARIAN.M.HOLLEY.CIV@US.NAVY.MIL. \\ B. General Requirements: MIL-STD Packaging, Government Source Inspection, FOB Source.\\ C. This RFQ is for REPAIR. The resultant award of this solicitation will be issued bilaterally, requiring the contractor’s written acceptance prior to execution. Verify nomenclature, part number, and NSN prior to responding. \\ D. Only a firm-fixed (FFP), not-to-exceed (NTE), or estimated (EST) price for the REPAIR of the subject item
(s) will be accepted. Quotes limited to test and evaluation (T&E) will NOT be accepted. The quoted price MUST be for the REPAIR of the item(s).\\ E. Must adhere to IUID requirements of DFARS 252.211-7003 \\ F. The ultimate awardee of the proposed contract action must be an authorized repair source. Award of the proposed contract action will not be delayed while an unauthorized source seeks to obtain authorization.\\ Repair Turnaround Time (RTAT): The resultant contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor’s facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in this contract. \\ Throughput Constraint: Contractor must provide a throughput Constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences: _____/month (contractor is to fill in #). A throughput of “0” (zero) per month reflects no throughput constraint.\ Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bi-lateral agreement between the Contractor and NAVSUP WSS Contracting Officer. \\
G. IMPORTANT NOTE:\\
Reconciliation Price Reduction:\\ Any asset(s) for which the contractor does not meet the required RTAT will incur a price reduction per unit/per month the contractor is late. However, any delay determined to be excusable (e.g. Government Delay) will not result in a price reduction. If the contractor does not meet the required RTAT due to inexcusable contractor delay, the Contracting Officer will implement the aforementioned price reduction via a “Reconciliation Modification” at the end of the contract performance. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default. \ In reference to the above important note, the contractor provides the following price reduction amount per unit /per month the contractor does not meet the RTAT: $___________, up to a maximum of: $__________. (vendor is to fill in amount) \ I. Your quote MUST include the following information for justification purposes:\
- Repair unit price ________________\
- Total price________________\
- Repair Turnaround Time (RTAT) _____________ days \ NOTE: If you are not quoting the Government's Requested Repair Turnaround Time (RTAT) or sooner, you must provide your company's capacity constraints below:\
N0010426RX051
- Indicate Price Type: \ Firm-Fixed-Price _____\ Not-to-Exceed (Ceiling Price) _____\ Estimated _____\
- New unit price_________________\
- New unit delivery lead time____________ days\
- T&E fee/price (if asset is determined BR/BER): If an item is determined BR, and the contractor provides documentation that costs were incurred during evaluation and determination of BR/BER, the contracting officer will negotiate a reduced contract price, not-to exceed (NTE) $___________associated with the repair effort to reflect the BR status of the equipment.\
- The T&E fee (if asset is determined BR/BER) was determined based on:
- Award to CAGE:________\
- Inspection & Acceptance CAGE, if not the same as Award to CAGE: _________\
- Facility/Subcontractor CAGE (where the asset should be shipped to), if not same as Award to CAGE.
- Facility/Subcontractor or Packaging Facility CAGE (where the asset will be shipped from), if not the same as Award to CAGE. ________\
- Basis of quoted pricing:\ > Estimated costs____\ > Historical repair pricing___\ >Other ______________________________________________\
- Cost breakdown requested, including profit rate (if feasible).\
- Quote expiration date _______________________ (MIN of 90 Days is requested).\
- Delivery Vehicle (if Delivery Order requested) (if your company has a current BOA/IDIQ, for example)\ IMPORTANT NOTE: Any asset for which the contractor does not meet the required RTAT will incur a price reduction per unit/per month the contractor is late - any delay determined to be excusable (e.g. Government Delay) will not result in a price reduction. If a price reduction is required due to unexcusable contractor delay, the Contracting Officer will implement the aforementioned price reduction via a "reconciliation modification" at the end of the contract performance. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default. \ In reference to the above important note, the contractor provides the following price reduction amount per unit per month the contractor does not meet the RTAT: $__________, up to a maximum of: $_________.\\

(5) Complete the Government bill of lading supplied by the ordering agency or, when a Government bill of lading is not supplied, prepare a commercial bill of lading or other transportation receipt. The bill of lading shall show-
(i) A description of the shipment in terms of the governing freight classification or tariff (or Government rate tender) under which lowest freight rates are applicable;
(ii) The seals affixed to the conveyance with their serial numbers or other identification;
(iii) Lengths and capacities of cars or trucks ordered and furnished;
(iv) Other pertinent information required to effect prompt delivery to the consignee, including name, delivery address, postal address and ZIP code of consignee, routing, etc.;
(v) Special instructions or annotations requested by the ordering agency for bills of lading; e.g., "This shipment is the property of, and the freight ; andcharges paid to the carrier will be reimbursed by, the Government"
(vi) The signature of the carrier's agent and the date the shipment is received by the carrier; and
(6) Distribute the copies of the bill of lading, or other transportation receipts, as directed by the ordering agency.
(c)
It may be advantageous to the offeror to submit f.o.b. origin prices that include only the lowest cost to the Contractor for loading of shipment at (1) the Contractor's plant or most favorable shipping point. The cost beyond that plant or point of bringing the supplies to the place of delivery and the cost of loading, blocking, and bracing on the type vehicle specified by the Government at the time of shipment may exceed the offeror's lowest cost when the offeror ships for the offeror's account. Accordingly, the offeror may indicate differentials that may be added to the offered price. These differentials shall be expressed as a rate in cents for each 100 pounds (CWT) of the supplies for one or more of the options under this clause that the
Government may specify at the time of shipment.
(2) These differential(s) will be considered in the evaluation of offers to determine the lowest overall cost to the Government. If, at the time of shipment, the Government specifies a mode of transportation, type of vehicle, or place of delivery for which the offeror has set forth a differential, the Contractor shall include the total of such differential costs (the applicable differential multiplied by the actual weight) as a separate reimbursable item on the Contractor's invoice for the supplies.
(3) The Government shall have the option of performing or arranging at its own expense any transportation from Contractor's shipping plant or point to carrier's facility at the time of shipment and, whenever this option is exercised, the Government shall make no reimbursement based on a quoted differential.
(4) Offeror's differentials in cents for each 100 pounds for optional mode of transportation, types of vehicle, transportation within a mode, or place of delivery, specified by the Government at the time of shipment and not included in the f.o.b. origin price indicated in the Schedule by the offeror, are as follows:

52.211-8 Time of Delivery. (Jun 1997)
TIME OF DELIVERY (JUNE 1997)
(a) The Government requires delivery to be made according to the following schedule:
Required Delivery Schedule
[ ]Contracting Officer insert specific details
Item No. Quantity Within Days After Date of Contract
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
Item No. Quantity Within Days After Date of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
