About this file

This is a Solicitation for sealed bid procurement issued by the Naval Supply Systems Command for explosive ordnance items under DPAS rating. The contract is restricted to Pacific Scientific Energetic Materials Company (California LLC) and covers five line items: 102 units of XW53 DCU-241/A Explosive Sequence Control devices (CLIN 0001), 186 units of XW54 JAU-23/A Initiators (CLIN 0002), 155 units of XW55 JAU-24/A Initiators (CLIN 0003), 20 units of WB49 Flexible Confined Detonating Cord (CLIN 0004), and 30 units of WB50 Flexible Confined Detonating Cord (CLIN 0005). Each primary CLIN includes technical data deliverables, production lot test samples (with quantities ranging from 16-32 units per lot), and investigative/retained units (1-3 units per lot), plus multiple sub-CLINs for specific end-use applications with individual quantities specified. All pricing is structured as Firm Fixed Price with items marked "NOT SEPARATELY PRICED" for technical data and test samples.

Delivery is FOB Contractor Destination with completion dates ranging from 300 to 435 calendar days from award, organized into four production lots with staggered schedules. Offerors must submit offers electronically to connor.b.fry.civ@us.navy.mil and comply with extensive technical requirements including MIL-DTL specifications, radiographic inspection (X-ray and neutron), first article testing potential, configuration management per SAE EIA-649, ISO 9001:2015 quality standards, and detailed ammunition data card preparation using the WARP system. Test samples and production units ship to Naval Surface Warfare Center Indian Head Division. The solicitation requires compliance with MIL-STD-1168 lot numbering, MIL-STD-129/130 packaging standards, performance-oriented packaging testing, traceable seals, and includes mandatory obsolescence alerting and DMSMS reporting requirements. A safety survey is required and several items are designated as Foreign Military Sales (FMS) requiring separate notice of availability distributions.
