About this file
This is a sealed bid solicitation and contract award form (Standard Form 33) for the procurement of window cutting assemblies used in AH-1Z Cobra helicopters. The solicitation, issued March 12, 2026, by the Naval Supply Systems Support (NAVSUP) with a DO-rated priority under the Defense Priorities and Allocations System, seeks four different window cutting assembly variants designated as critical safety items: MD33 (pilot window, 11 units), MD36 (pilot door, 21 units), SS45 (gunner door, 36 units), and SS46 (gunner window, 6 units). The procurement includes option line items allowing quantities of 40 to 74 units per variant. All items contain explosive components classified as Hazard Class 1.4, Compatibility Code S, with net explosive weights ranging from 0.004370 to 0.005580 pounds per unit. Offers must be submitted electronically by April 29, 2026, at 2:00 PM local time to Ashley Leonard at NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania.
The contract specifies firm fixed pricing with delivery scheduled from March 28, 2029, through July 13, 2029, with major deliverables including lot acceptance test samples, radiographic reports, ammunition data cards, and production units. The statement of work requires compliance with specification AS 4561 and MIL-STD-1168 for lot numbering, adherence to ISO 9001:2015 quality standards, submission of radiographic inspection documentation, configuration management per SAE EIA-649, and first article testing. Items must be marked with unique item identifiers per DFARS 252.211-7003 and maintain 85 percent minimum shelf life at delivery. Test samples will be selected from a production lot of 74 units plus 13 additional units per lot for testing purposes. The procurement is restricted to Pacific Scientific EMC California, and a safety survey is required due to the explosive nature of the items. Total contract administration involves NSWC Indian Head Division for technical oversight and DCMA quality assurance representation.
