Intent to Sole Source to Autometrix Precision Cutting Systems INC.

The proposed contract action is for commercial supplies, for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106‐1(b) to Autometrix Precision Cutting Systems Inc. Only one source has been identified to satisfy the requirement. The North America Industry Classification System Code is 333249‐ Other Industrial Machinery Manufacturing, with a size standard of 500 employees.

The Navy has a requirement for one Sail Loft Cutting Machine, made by Autometrix Precision Cutting Systems Inc. This is a direct replacement to the original Sail Makers purchased from Autometrix in 1993 and updated in 2002. Life Cycle Management states to replace every 15 years. Current table has surpassed its life cycle and due for replacement any substitute manufactures would require costly re-programing and re-manufacturing of approximately 116 existing sail boats to meet required specifications. Using a substitute will call for the retooling of Sail Loft, purchase of new manuals, and retraining of service technicians at a great additional cost to the Naval Academy. Not replacing the equipment with the new generation will require slow down or halting of work that is needed to produce and manufacture sails for the US Naval Academy Sailing Fleet. The sail loft cutting machine must have a cutting width of 63”, cutting length of 48’, cutting speed of 45in/s 1.13m/s, motors servo motors, drive system rack & pinion, cutting tool mounts 2, plotting tool mounts 1, 2 year parts warranty and 1 year service contract, regenerative blower 8.5HP with VFD for 3 Phase Power, 48’ Lexan cutting surface, single roll cradle, dell precision laptop, 28mm rolling blade holder, 60x28mm Offa Rolling Blades, 100x88 Blades, 8 Fisher Space Pen (Black), and 4 Fisher Space Pen (Silver). This system is a commercially available system. It must be supplied by a vendor of national reputation and one who has the technical staff to repair or provide preventative maintenance for the instrument. The anticipated firm fixed price contract value is $115,435.30 and the supply required delivery date is 04/01/22.

Interested parties may identify themselves and submit information that indicates their ability to satisfy this requirement via‐ e‐mail to Deborah.d.brett.civ@us.navy.mil. Requests must include company name, address, and point of contact, telephone number, CAGE Code, DUNS number NAICS code, applicable business size and Tax ID number. Telephone calls will not be accepted. This notice of intent is not a solicitation or request for competitive proposals. Mandatory terms and conditions of Federal Acquisition Regulation FAR and DFARs clauses will apply to the anticipated award.
