Summary: Request for Quotation (RFQ) N0010426QK056

This is a Request for Quotation (RFQ) from the Naval Supply Systems Command (NAVSUP) for the procurement of M13 Cartridge Actuated Thrusters (DODIC M881, NSN 1377-00-756-3501), which are gas-operated devices used to unlock aircraft canopy latches during emergency ejection. The solicitation is competitive and not a small business set-aside. The requirement includes delivery of 6 production units, technical data packages, first article test (FAT) samples consisting of 5 metal part assemblies and 9 sets of unassembled parts with shear pins, and lot acceptance test (LAT) samples of 6 units plus 3 investigative/retain units. All items are classified as Critical Safety Items and contain explosive materials (Hazard Class 1.4C with 0.0069 lbs net explosive weight per unit). Pricing is structured as firm fixed price with items marked as "Not Separately Priced" (NSP), and the quoted prices must be all-inclusive for technical data, testing, and all production deliverables.

The contract requires stringent quality and testing standards including ISO 9001:2015 certification, radiographic inspection per ASTM E1742 standards with Level II or III certified radiographers, configuration control per SAE EIA-649, and submission of comprehensive documentation including ammunition data cards, radiographic test techniques, failure analysis reports, and radiographic film/digital images. Delivery schedules specify 300 calendar days from award for FAT samples, 600 days for LAT samples and investigative units, and 675 days for production units and technical data. All shipments require Wide Area Workflow (WAWF) receiving reports, Report of Shipment (REPSHIP) notifications, and adherence to MIL-STD-129 packaging and marking requirements for hazardous materials. The contract includes Government-Furnished Property (15 M119 Impulse Cartridges) with a 90-day minimum delivery window, and the contractor must maintain all lot-related data for 20 years.
