This is a Public Notice of Intent to Award Direct Appointment Contracts issued by Eugene School District 4J, located in Eugene, Oregon, under authorization of ORS 279B.085 and Board Policy DJC-AR. The notice was publicly posted on July 1, 2026, and pertains to three separate direct appointment contracts for instructional support services. The contracts do not include specified response dates, due dates, site visits, or bidder meetings. The three contracts address distinct instructional needs: curriculum for students with Autism Spectrum Disorder and social communication disorders, grade tracking software integration, and Social and Emotional Learning (SEL) support materials and training.
The three contracts are valued at $31,120.00 for Everyday Speech LLC (Contract #27-072), $36,323.25 for AspirEDU Inc (Contract #27-081), and $60,781.00 for Committee For Children - Second Step (Contract #27-084), totaling $128,224.25. Each contractor was selected based on demonstrated alignment with district needs following evaluation periods. Everyday Speech was chosen for its specialized video-modeling curriculum serving Pre-K through 12th grade students with social communication disorders, with District 4J having used the platform since 2019. AspirEDU's Grade Guardian software was selected for its integration capability with the district's existing Canvas infrastructure to identify at-risk students. Committee For Children's Second Step program was chosen following previous district workshops and cross-walks with standards, with the online platform selected to address implementation barriers related to staff training and material accessibility, including updated culturally responsive content. Public comments regarding these direct appointments may be submitted to purchasing@4j.lane.edu.

CONTRACT NO: #27-072
CONTRACTOR: Everyday Speech LLC
COST: $31,120.00
NEED: Eugene School District 4J Instruction desires a partner who can provide curriculum aimed specifically with students on the Autism Spectrum Disorder, and other social communication disorders.
JUSTIFICATION: Everyday Speech provides video-modeling of social communication skills, along with visuals, worksheets and interactive games from Pre-k through 12th grade. District 4J began to work with Everyday Speech as SLPs in 2019, because there were no other curriculum available to work with students with Autism Spectrum Disorder and other social communication disorders. The curriculum allows shareable video strategies with teachers and parents so that the student can generalize skills across settings.
Several years ago, Everyday Speech expanded to also include Social Skills curriculum as well, at which time District 4J piloted that side of the platform with several special education teachers. The feedback was overwhelming that using a platform that included both SLP curriculum and general social skills curriculum allowed for more generalization of skills, sharing of strategies and progress for students. At that point, District 4J expanded to provide elementary special education teachers access to this curriculum across the district.
Everyday Speech has expanded this last year to also include mindfulness curriculum and Tier 1/2 strategies allowing for SLPs and special education teachers to address a wider range of student needs.
Last spring, District 4J explored to see if there were other curriculum that addressed needs for social communication across the age ranges and also crossed disciplines (speech/language and special education) and Everyday Speech continued to fit these needs the best. SEL curriculums do address mailto:purchasing@4j.lane.edu mailto:purchasing@4j.lane.edu general mental health and social skills, but not to the depth that Everyday Speech has done, with the niche skill set of social communication skills.
CONTRACT NO: #27-081
CONTRACTOR: AspirEDU Inc
COST: $36,323.25
NEED: Eugene School District 4J Instruction desires a partner who can provide grade tracking software that can integrate with the district’s existing systems.
JUSTIFICATION: Grade Guardian software from AspirEDU Inc integrates with existing District 4J infrastructure (Canvas). Grade Guardian is a software solution that integrates with Canvas and identifies the students that are most at risk of dropping out or failing courses. It allows for easy identification of students that need the most immediate support.
CONTRACT NO: #27-084
CONTRACTOR: Committee For Children – Second Step
COST: $60,781.00
NEED: Eugene School District 4J Instruction desires a partner who can support Social and Emotional Learning (SEL) to further support students.
JUSTIFICATION: Instructional administrators and counselors held a workshop several years ago and cross-walked multiple programs with the standards and landed on Second Step. After several years of using the physical materials (only purchasing 1/ grade level at each school), two barriers to implementation were identified.
One was training/ coaching and the other was access to materials. The decision to purchase online materials was made to remove the barrier around access to materials, and also due in part to updates to the materials online that included training modules and administrator resources. Other updates were made that included an emphasis on being more culturally responsive as well, as the printed materials were becoming dated.
