Addendum No. 2 - A&E On-Call Hazardous Waste Site Investigation and Design Services
This is an addendum issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, dated February 5, 2026, providing clarifications to Request for Qualifications (RFQ) Notice Number 09A1113 for on-call architectural and engineering services related to hazardous waste site investigation and design. The solicitation seeks qualified firms to provide consultation, research, professional and technical services including field sampling, construction materials testing, analysis, reports, plant inspection, and testing equipment calibration work throughout Inyo, Mono, and Eastern Kern counties in California within Caltrans District 9. The addendum confirms critical submission deadlines, clarifying that Statements of Qualifications (SOQs) are due March 10, 2026, by 10:00 AM, with in-person interviews scheduled for March 25, 2026, and negotiations anticipated in May 2026. The addendum also notes that the contractor license requirement has been added to the advertisement. The estimated contract term is three years, with specific task order locations to be identified separately during the contract execution phase.
The estimated contract value ranges from $513,004 to $833,632, with no DBE/DVBE participation goals required. The addendum confirms that all other terms and conditions from the original RFQ Notice dated February 5, 2026, remain unchanged, and directs interested parties to the CaleProcure website for any additional addenda or modifications. Consultant respondents are responsible for identifying and coordinating their own teaming arrangements, as the Department does not track which entities have downloaded project documents. Questions regarding the addendum should be directed to Lisa Pallesen at Lisa.Pallesen@dot.ca.gov.

The purpose of this Addendum is for the Department to provide responses and/or clarification for the following concerns:
The requirement for a contractors has been added to this advertisement.
Question 1:
The RFQ Notice and Addendum indicate the advertisement date as February 5, 2026, with related dates such as negotiations in May 2026 and escalation periods starting March 10, 2026. However, the in-person interviews are listed as March 25, 2025. Could you confirm if this is a typographical error (intended to be March 25, 2026) or provide the correct date?
Department’s Response:
The interview date is March 25, 2026.
Question 2:
The provided RFQ excerpts do not specify the exact SOQ submittal deadline (date and time). Could you please confirm the due date for SOQs, or direct us to where it is stated in the full document?
Department’s Response:
The SOQ due date is 3/10/26 by 10:00 AM.
Question 3:
Are there any additional addenda, errata, or extensions issued since February 5, 2026, that we should be aware of (e.g., related to the interview date, DBE changes, or Consultant Contract Manager experience requirements)?
